IN-CONTEXT TRANSLATIONS

Dans ce contexte global, le plan d’action visant à faciliter l’accès des PME au financement (7) et le débat lancé en 2013 par le livre vert sur le financement à long terme de l’économie européenne (8) reconnaissent que si le succès de l’Union dépend largement de la croissance des PME, celles-ci sont souvent confrontées à d’importantes difficultés pour obtenir des financements.
Within this policy context, the 2011 Action plan to improve access to finance for SMEs (7) and the debate launched in 2013 by the Green Paper on Long-term finance for the European economy (8), recognises that the Union's success depends largely on the growth of SMEs, which however often face significant difficulties in obtaining financing.

La présente communication en expose les principales conclusions et répertorie, sur cette base, un ensemble d ’ actions visant à poursuivre l ’ approfondissement du marché unique des services et à le faire mieux correspondre aux besoins des citoyens et des entreprises dans l’UE. Ces actions reposent sur les résultats des discussions qui ont eu lieu entre les États membres et la Commission et les principales conclusions qui s'en sont dégagées, ainsi que sur les contributions à la consultation publique menée dans ce contexte.
This Communication presents its key findings and identifies on this basis a set of actions to further deepen the Single Market for services and to bring it closer to the needs of EU citizens and businesses. It builds on the results of discussions between the Member States and the Commission and the main conclusions reached, as well as the contributions to the public consultation that was also carried out.

Such collaboration must go wider than purely Kaliningrad-related aspects and should include: conclusion of a readmission agreement and appropriate arrangements in this respect; facilitation of the establishment and operation of consulates on the territory of the Kaliningrad oblast and mainland Russia; border management supported by demarcated borders based on ratified agreements; the issuance in Kaliningrad of passports meeting the conditions required by ICAO regulations; and such other JHA problems as may be considered relevant.
