The problem with those clauses is that in addition to the duty to consult there is the inability to act unless the offer of consultation has been refused.

Fait intéressant, le député qui a parlé des consultations qui ont mené à la présentation de ce projet de loi a dit que cette proposition venait des premières nations elles-mêmes, des chefs eux-mêmes, comme si toute proposition venant de quelqu'un était nécessairement bonne et méritait d'être acceptée.
It was interesting when the speaker who mentioned the consultation that had led up to the bill being proposed said the first nations themselves, the chiefs themselves, came forward with this proposal as if because somebody brings a proposal it is ipso facto a good thing and should be accepted.
