Nous avons besoin de savoir si nous voulons construire une Union européenne qui soit une communauté de droit, où nous élaborons des lois assorties de l’obligation de s’y conformer et où les droits de l’homme sont respectés et sauvegardés, ou si nous estimons, Monsieur le Président - et c’est la deuxième question - que ce domaine juridique et ce domaine de valeurs que nous voulons construire doivent et peuvent être compatibles avec des relations amicales et équilibrées avec les États-Unis, partenaires actifs et positifs de l’Union européenne, dans le contexte des relations transatlantiques.
What we need to know is whether we want to build a European Union that is a community of law, in which we draw up laws with the obligation to comply with them and in which human rights are respected and safeguarded, or whether we want to take the view, Mr President — and this is the second element — that this legal area and this area of values that we want to build must be and can be compatible with a friendly and balanced relationship with the United States, an active and positive partner of the European Union, within the context of the transatlantic relationship.
