2. Subject to the terms and conditions of these Regulations and with the consent of the party owning, operating or controlling the poles or other such structures hereinafter mentioned, telephone, telegraph and electric power corporations within the legislative authority of the Parliament of Canada may erect and maintain their lines, plant and facilities upon the poles and other such structures of each other and upon the poles and other structures of other telephone, telegraph, communication, electrical power, signal service, electric railway corporations, municipal corporations and of all other persons, corporations and commissions which operate or maintain pole lines or other such structures for the purposes of their undertakings, upon the terms and conditions hereinafter set forth.

These aids needed to be evaluated under the rules of the Sixth and Seventh Directive on Aid to Shipbuilding. They were agreed after the commision obtained the commitments from the new owners that they will comply with these Directives. a) Given the undertaking to abandon the plans to give 1.6 billion BF direct aid and extra soft loans to the shipowners given the undertaking that no other operating aid will be given (to finish the seven ships currently under contract) than the aid contained in the revised original credits and, given that the revised original credits are in conformity with the maximum allowable operating aid, the Commission approves the operating aid of 2147.9 mio BF for the pending contracts all together. b) In the light of the proposed closure of one site (Hoboken) and the demolition of shipbuilding facilities and in the light of the concentration of activities on a smaller area on the other site (Temse), the reduction in capacity can be considered of a genuine and irreversible nature.
