27. estime que, dans le cadre des traités existants, la coordination et la surveillance de la discipline budgétaire des États membres dont la monnaie est l'euro pourraient être rendues obligatoires et soumises au contrôle de la Cour de justice de l'Union européenne sur la seule base de l'article 136 du traité sur le fonctionnement de l'Union européenne en liaison avec l'article 121, paragraphe 6, mais que, d'un point de vue constitutionnel, cette mesure ne devrait être prise en considération que si elle renforce sensiblement le rôle du Parlement en ce qui concerne les modalités d'application de l'article 121, paragraphes 3 et 4, du traité sur le fonctionnement de l'Union européenne et afin de compléter et de mettre en œuvre la procédure de surveillance multilatérale au moyen d'actes délégués sur la base de l'article 290 du traité sur le fonctionnement de l'Union européenne; rappelle que, conformément aux traités, la promotion d'un niveau d'emploi élevé et la garantie d'une protection sociale adéquate doivent être prises en considération dans la définition et la mise en œuvre des politiques et actions de l'Union, notamment en introduisant, sur la base des stratégies en place, un nouvel ensemble d'orientations pour les États membres, comportant notamment des critères sociaux et économiques assortis de normes minimales à appliquer aux principaux piliers de leurs économies;

Considers that under the existing Treaties the coordination and surveillance of the budgetary discipline of the Member States whose currency is the euro could be made binding and subject to the control of the Court of Justice of the European Union on the simple basis of Article 136 TFEU in conjunction with Article 121(6), but that, from a constitutional point of view, this step should be taken into consideration only if it substantially strengthens Parliament’s role as far as the detailed implementation of Article 121(3) and (4) TFEU is concerned and in order to complete and implement the multilateral surveillance procedure with delegated acts on the basis of Article 290 TFEU; recalls that, according to the Treaties, the promotion of high employment and the guarantee of adequate social protection must be taken into account in defining and implementing the policies and activities of the Union, in particular by introducing – building upon existing strategies – a new set of guidelines for Member States, including social and economic benchmarks with minimum standards to be applied to the main pillars of their economies;

10. regrette profondément la décision de la Cour constitutionnelle d'abroger la législation visant à limiter les pouvoirs des tribunaux militaires et y voir un sérieux revers aux efforts de réforme déployés par la Turquie; demande à la Grande Assemblée nationale de Turquie de dégager un consensus sur une réforme constitutionnelle; se déclare préoccupé par l'implication permanente du pouvoir militaire dans la vie politique et la politique étrangère turques, et rappelle que dans une société démocratique, les forces armées doivent être totalement soumises à un contrôle civil; invite en particulier la Grande Assemblée nationale de Turquie à renforcer le contrôle qu'elle exerce sur le budget et les dépenses militaires, et à jouer un rôle dans la définition des politiques de sécurité et de défense;

Deeply regrets the decision of the Constitutional Court to annul the legislation limiting the jurisdiction of military courts as a serious setback in Turkey's reform efforts, and calls on the Turkish Grand National Assembly to establish a consensus in favour of constitutional reform; is concerned about the continuing involvement of the military in Turkish politics and foreign policy, and reiterates that in a democratic society the military must be fully subject to civilian oversight; calls in particular on the Turkish Grand National Assembly to enhance its oversight of the military budget and expenditure and to engage in the development of security and defence policies;
