Welcomes the ongoing constitutional reform process in the areas of decentralisation and judiciary; recalls that the Venice Commission of the Council of Europe has issued positive recommendations on both sets of constitutional amendments; stresses that the adoption of the amendments on the judiciary will pave the way for a comprehensive reform of the judicial system, and therefore welcomes the step recently taken by the Ukrainian parliament to send these amendments to the Constitutional Court; underlines the fact that the amendments on decentralisation, besides reflecting a requirement of the Minsk Agreements, will decisively contribute to the modernisation of the country; calls therefore on the Ukrainian parliament to swiftly proceed with the adoption of these amendments in second reading;

The Senate exercised its right to refuse on only two occasions: in 1936 when it failed to pass an amendment to the Constitution that would have widened the provinces' rights to tax, and again in 1960 when it changed a constitutional amendment by freeing district and county court judges from an age 75 retirement requirement, leaving the age limit to apply to superior court judges only.

32. Welcomes the provision whereby Parliament now also has the right to propose constitutional amendments and, moreover, must approve any attempt to amend the Constitution without convening a convention, which will enable it to exert a de facto control over the use of this new instrument of constitutional revision; regrets, however, that the unanimity of the Member States and ratification by national parliaments or in accordance with other constitutional requirements will both still be necessary to allow the entry into force of constitutional amendments of even minor importance; strongly deplores the fact that Parliament's approval is not systematically required for the entry into force of newly adopted constitutional texts;

Welcomes the provision that the European Parliament now also has the right to propose constitutional amendments and, furthermore, will have to give its approval to any endeavour to amend the Constitution without convening a Convention, thereby exerting a de facto control over the use of this new instrument of constitutional revision; regrets, however, that the unanimity of the Member States and ratification by national parliaments will both still be required to allow the entry into force even of constitutional amendments of a minor importance; strongly deplores the fact that the European Parliament's approval is not systematically required for the entry into force of newly adopted constitutional texts;

L'Union européenne se félicite que le processus d'amendement des constitutions des deux entités composant la Bosnie-Herzégovine ait été mené à bien, conformément aux décisions de la Cour constitutionnelle relatives à l'égalité de statut des peuples constitutifs de la Bosnie-Herzégovine sur l'ensemble du territoire de ce pays.
The European Union welcomes the completion of the process of amendment of the constitutions in both entities of Bosnia and Herzegovina, in compliance with the Constitutional Court's decisions on the equal status of its constituent peoples throughout BiH.
