Je crois que nous devons penser à la manière d’associer plus étroitement l’opinion publique dans les moments où le Conseil agit en tant que législateur. Ce thème doit aussi uniquement être traité par la Convention et, par la suite, par la Conférence intergouvernementale mais il me semble par contre important de commencer à créer une certaine atmosphère ou une certaine culture de ce type d’approche qui, tôt ou tard, et le plus tôt sera le mieux, remplira la vie collective de l'Union européenne.
I believe we must think about a way to involve public opinion more closely at times when the Council is acting as legislator; this is another issue which must only be dealt with in the Convention and subsequently in the Intergovernmental Conference, but I do think it is important for us to start creating a certain environment or culture in which, sooner or later, and the sooner the better, this type of consideration takes place throughout the collective life of the European Union.
