Bruxelles, le 25 avril 2012 – Au terme d’échanges approfondis avec les autorités hongroises concernant les lois adoptées en vertu de la nouvelle constitution hongroise (voir IP/12/24, IP/12/222 et MEMO/12/165), la Commission européenne a fait le point sur la situation.
Brussels, 25 April 2012 - Following detailed exchanges with the Hungarian authorities regarding new laws adopted under Hungary's new Constitution (see IP/12/24, IP/12/222 and MEMO/12/165), the European Commission has taken stock of the situation.

En 2011, la Commission européenne s'est engagée à suivre de près les développements liés à la nouvelle constitution hongroise, à la suite d’un certain nombre de craintes exprimées entre autres par le Conseil de l'Europe et par des membres du Parlement européen.
The European Commission committed in 2011 to closely monitor developments related to Hungary's new constitution following a number of concerns expressed by the Council of Europe, Members of the European Parliament and others.

As regards central bank integration into the ESCB at the time of euro adoption as well as the prohibition of monetary financing, legislation in Hungary (in particular, the Magyar Nemzeti Bank Act, the Constitution Act and the Credit Institutions Act) is not fully compatible with Article 109 of the Treaty and the ESCB/ECB Statute.

The Working Party began examining new initiatives presented to the Commission by the Polish and Hungarian authorities, including: (i) implementation of a multi-annual privatization programme in Poland and the setting-up of a privatization agency; (ii) the setting-up in Poland of a financial institution specializing in the financing of agricultural projects (a bank for agricultural cooperatives); (iii) the setting-up in the two countries of a national registration and information system for companies.
