Expresses its full support for the drafting of a new civilian constitution for Turkey as a unique opportunity for true constitutional reform, promoting democracy, the rule of law, guarantees for fundamental rights and freedoms (in particular freedom of expression and freedom of the media), pluralism, inclusiveness, good governance, accountability and unity in Turkish society, in full compliance with the EU Charter of Fundamental Rights; calls on all political parties and the actors concerned to support and take a positive and constructive approach to the negotiation of the new constitution, based on consensus and constructive compromise; stresses the need to continue the preparatory work in the drafting process and welcomes in this regard the decision to ensure equal representation of all political forces in the Constitutional Conciliation Committee and the pledge to base the drafting process on the broadest possible consultation of all segments of society as part of a process which genuinely engages Turkish civil society; stresses that the new constitution should uphold the rights of all groups and individuals in Turkey, guarantee the separation of powers, ensure the independence and impartiality of the judiciary, secure full civilian oversight of the military and promote an inclusive Turkish citizenship;

Stresses that such dialogue, aimed at achieving lasting peace, security and stability, and at restoring democracy and the rule of law, in the interests of the citizens of Burundi, should be based on the Arusha Agreement and the Burundian Constitution, which requires compliance with international law and treaties;

Est-ce que le ministre pourrait maintenant se rendre compte qu'il devrait être conscient que, quoi qu'il arrive, l'avenir du Canada tient surtout au respect des règles démocratiques et que, dans cette perspective, il devra revenir en l'an 2000 au respect intégral de la règle du 50 p. 100 plus un, en l'absence de toute règle différente dans la Constitution du Canada?
Would the minister now agree that he should be aware that, come what may, the future of Canada depends above all on respect for the rules of democracy and that he should therefore, in 2000, go back to strict respect for the 50% plus one rule, in the absence of any other rule in the Constitution of Canada?

Une fois les institutions et les grandes étapes de constitution de l'APV achevées, la Commission devra s'assurer que sa mise en œuvre continue à faire respecter les mêmes garanties et qu'il reste conforme aux objectifs du plan d'action FLEGT ainsi qu'aux objectifs et au contenu des conventions internationales.

Once the institutions are set up and the major steps in establishing the VPA completed, the Commission will have to ensure that the same conditions continue to be enforced in its implementation phase and that it remains true to the objectives of the FLEGT action plan and the objectives and content of the international agreements.

Nevertheless, we are convinced that when constitutional order is restored it should be based on the objectives and principles that already appear in Recital K of this resolution, that is: a clear timetable for free, fair and transparent elections; the participation of all political groups and social stakeholders in the country, including the legitimate President Marc Ravalomanana and other key figures; thirdly, the promotion of a consensus between Malagasy parties; fourthly, respect for the constitution of Madagascar; and lastly, compliance with the relevant African Union instruments and Madagascar’s international commitments.

Si, dans un avenir imprévisible, il devenait nécessaire d'appliquer ce projet de loi, toute modification à la Constitution qu'il faudrait négocier à la suite d'un résultat clair à un référendum tenu dans une province sur une question claire au sujet de la séparation de cette dernière, devra se faire comme il est prévu dans la loi, en respectant le mode de révision prescrit et avec l'accord du Sénat ou, peut-être, à l'expiration d'un veto suspensif de six mois.
If, sometime in the unforeseeable future it becomes necessary to act upon this bill, any constitutional change that might have to be negotiated because of a clear result, by referendum in some province, upon a clear question of separation, would have to be done as required by law, following the correct amending formula and with the agreement of the Senate or, perhaps, after a suspensory six-month veto.
