A. considérant que le bénéfice d'un logement est un droit fondamental est une condition préalable à l'exercice et à la jouissance de la citoyenneté en toute dignité; que la garantie du bénéfice d'un logement décent et convenable est une obligation internationale des États membres, que l'Union doit respecter, et que le droit au bénéfice d'un logement et à une aide au logement est consacré dans la constitution de nombreux États membres et est reconnu par l'article 34 de la Charte des droits fondamentaux de l'Union européenne, par les articles 30 et 31 de la charte sociale européenne révisée du Conseil de l'Europe, ainsi que par l'article 25 de la Déclaration universelle des droits de l'homme;
A. whereas access to housing is a fundamental right and a precondition to exercising and achieving citizenship under conditions of full dignity; whereas guaranteeing access to decent and adequate housing is an international obligation incumbent on the Member States, which the Union must respect, given that the right of access to housing and to housing assistance is enshrined in the constitutions of many Member States and recognised in Article 34 of the Charter of Fundamental Rights of the European Union, Articles 30 and 31 of the revised European Social Charter adopted by the Council of Europe and Article 25 of the Universal Declaration of Human Rights;

A. considérant que l'accès au logement relève d'un droit fondamental qui peut être considéré comme une condition préalable à l'exercice des autres droits fondamentaux, à leur accès et à l'accès à une vie digne; que la garantie de l'accès à un logement décent et adéquat relève d'une obligation internationale des États membres que l'Union doit prendre en considération, le droit à un accès et une assistance au logement étant reconnu à la fois à l'article 34 de la Charte des droits fondamentaux de l'UE, aux articles 30 et 31 de la Charte sociale révisée du Conseil de l'Europe, à l'article 25 de la Déclaration universelle des droits de l'homme, ainsi que dans de nombreuses constitutions des États membres;
A. whereas access to housing is a fundamental right that can be seen as a precondition to the exercise of, and to access to, other fundamental rights and to a life in conditions of human dignity; and whereas guaranteeing access to decent and adequate housing is an international obligation incumbent on the Member States, to which the Union must have regard, given that the right of access to housing and to housing assistance is recognised in Article 34 of the Charter of Fundamental Rights of the European Union, Articles 30 and 31 of the revised European Social Charter adopted by the Council of Europe and Article 25 of the Universal Declaration of Human rights, as well as in many Member States constitutions;

En même temps, les Hautes Parties contactantes déclarent solennellement que, dans l'hypothèse d'une future révision de la constitution de l'Irlande qui porte sur l'objet de l'article 40.3.3 de ladite constitution et qui ne soit pas contraire à l'intention des Hautes Parties contractantes exprimée ci-dessus, elles seront favorables, à la suite de l'entrée en vigueur du Traité sur l'Union européenne, à une modification dudit Protocole visant à en étendre l'application à la disposition de la constitution ainsi révisée si l'Irlande le demande.
At the same time the High Contracting Parties solemnly declare that, in the event of a future constitutional amendment in Ireland which concerns the subject matter of Article 40.3.3 of the Constitution of Ireland and which does not conflict with the intention of the High Contracting Parties hereinbefore expressed, they will, following the entry into force of the Treaty on European Union, be favourably disposed to amending the said Protocol so as to extend its application to such constitutional amendment if Ireland so request.
