Des progrès remarquables ont été accomplis entre 1999 et 2006, en particulier grâce à l’adoption des quatre grands instruments législatifs qui constituent l’acquis actuel et posent les fondements du régime d'asile européen commun [1].
Considerable progress was accomplished in the years 1999-2006, in particular through the adoption of the four main legislative instruments which make up the current acquis and which lay the foundations for the CEAS [1].

I should, therefore, like to say to Mr Rübig and to the other speakers that I hope to be able, in the coming months, to present to Council and to this Parliament a package of initiatives specifically on nuclear safety, which will respond to the concern that you have expressed, i.e. the need for there to be common safety standards in installations in the European Union, standards which constitute a Community acquis, with mandatory compliance on the part not only of the fifteen current members of the Union, but also of the candidate countries, which will in time themselves be member States of the Union. These standards must also, consequently, provide guarantees to all citizens that things are done in the right way and with the highest levels of safety, which is what the European Union requires.

Notes that while the acquis communautaire as a whole is being adopted quickly, certain areas nevertheless require special attention: the environment as a whole, particularly aspects such as waste management and water quantity and quality, the implementation of mechanisms of the agricultural acquis, the free movement of persons, State aid, monitoring of the structure of the banking sector, border controls and maritime safety must all be matters of priority for Cyprus; stresses that, if the negotiations proceed at their current pace, these problems should not be insurmountable;

The Community acquis in the field of nuclear energy today consists of a framework of regulatory and political instruments, including international agreements. At present, it addresses health and safety issues (in particular, radiation protection), the safety of nuclear installations, the management of radioactive waste, investment, the promotion of research, the establishment of a nuclear common market, and supplies, safeguards and international relations.
