En juillet 1999, le gouvernement néerlandais a signé un ‘Benchmarking Agreement Energy Efficiency’ avec l’industrie selon lequel l’industrie[23] s’engage à atteindre le sommet absolu en termes d’efficacité énergétique d’ici 2012, en contrepartie le gouvernement consentit à s’abstenir de prendre des mesures additionnelles.
In July 1999 the Dutch government signed a Benchmarking Agreement on Energy Efficiency with industry[23]. In return for a commitment by industry to reach the absolute top in energy efficiency by 2012, the government agreed to refrain from imposing additional national energy efficiency measures.
