Notes, however, that the situation in Kosovo remains tense, due in part to the ambiguous nature of UN Security Council resolution 1244; hopes that the municipal elections which were held on 28 October 2000 can promote peaceful dialogue between the newly elected President of the FRY and the leader of the Democratic League of Kosovo in order to implement this UN resolution; notes that President Kotunica's desire to reform the structure of the Federation gives scope for a political compromise which could help the Federation as a whole to move closer to the European Union;
