Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Notes that, given the increasing global and regional relevance of China, India and other emerging countries in Asia, both the United States of America and the EU may progressively shift their primary attention, political investment and resources to the Pacific and perceive the North Atlantic dimension and mutual cooperation as less strategic; further notes that Asia should play a more important role on the foreign agenda of the European Union and EU Member States; calls for more coordination of the US and EU policies towards China, India and other emerging countries in Asia in order to avoid a decoupling of such policies; strongly believes that by coordinating their efforts the USA and the EU will attain the required political synergies to engage in an effective positive and constructive dialogue with the BRICS and other emerging countries; takes the view that, without prejudice to the G-7, regular EU-US summits would provide the opportunity to identify common objectives and coordinate strategies on matters of global relevance, including economic governance, in order to reach a common approach towards the emerging powers; recalls that transatlantic relations are of utmost importance both economically and politically and stresses the mutual strong economic relationship between the United States of America and the EU; considers that the Transatlantic Economic Council and the Transatlantic Legislators' Dialogue could also offer an opportunity for dialogue and stock-taking and should thus include a reflection on strategic engagement by the EU and the US of the BRICS and other relevant emerging countries and on how to foster regulatory convergence with such countries; recalls the need to set up a Transatlantic Political Council as an ad-hoc body for systematic, high-level consultation and coordination on foreign and security policy between the EU and the US;

F. whereas the OECD recognises the presence of a global trend indicating a shift from direct to indirect taxation, with an increasing role for VAT systems; whereas Parliament also recognises this trend but at the same time stresses the importance of direct taxation for the progressivity of the tax system; whereas the OECD also notes a broad variation in VAT efficiency in OECD countries, indicating a broad scope for increasing VAT efficiency; whereas, however, any measures aimed at increasing VAT efficiency should also be accompanied by measures to tackle fraud and to consider ending the VAT exemption on financial transactions following an analysis of the implications involved, while taking into consideration the proposal for a Council Directive (2007/0267(CNS) ),

Recalls that, with regard to Cuba, the above-mentioned Common Position adopted in 1996 and periodically renewed reflects the roadmap for peaceful transition to democracy, remains fully in force and is not the subject of controversy in the European institutions; regrets that, to date, there has been no significant improvement as regards human rights; notes the Council's decision of 20 June 2008 to lift the informal sanctions with regard to Cuba whilst calling on that country to free all political prisoners immediately and unconditionally, to facilitate access to prisons and to ratify and implement the International Covenant on Civil and Political Rights; notes that the Council will decide in a year's time whether to pursue the political dialogue with Cuba. depending on whether or not there have been significant improvements as regards human rights; recalls that the Council's position is also binding on the European Union institutions as regards dialogue both with the Cuban authorities and with the representatives of civil society; reiterates its position with regard to the Sakharov Prize winners Oswaldo Payá Sardiñas and the group known as "Damas de Blanco" ("Ladies in White");

The Commission also notes that in the mean time it has adopted new Community guidelines and that the latter now provide a framework for State aid for the start-up of short sea shipping services modelled on the objectives pursued by Regulation (EC) No 1382/2003 of the European Parliament and of the Council of 22 July 2003 on the granting of Community financial assistance to improve the environmental performance of the freight transport system (Marco Polo Programme) (4), which was likewise adopted after the final decision.
