Il est responsable, par l’intermédiaire de la cellule civilo-militaire, de la fourniture des capacités nécessaires à la planification et à la gestion d’une opération militaire autonome de l’Union européenne et il maintient, au sein de l’EMUE, les moyens nécessaires à la mise en place rapide d’un centre d’opérations en vue d’une opération donnée, en particulier si une réaction civilo-militaire conjointe s’impose et si aucun quartier général national n’est désigné, dès lors que la décision de mener une telle opération a été prise par le Conseil, sur avis du CMUE.
It has the responsibility, through the Civ/Mil Cell, of generating the capacity to plan and run an autonomous EU military operation, and maintains the capacity within EUMS rapidly to set up an operations centre for a specific operation, in particular where a joint civil/military response is required and where no national HQ is identified, once a decision on such an operation has been taken by the Council, upon the advice of the EUMC.
