2. Regrets that the European Parliament was not fully involved in the evaluation of the applications and that only one candidate was presented to the relevant committee, although seven applications had been submitted further to the Council Presidency's call in July 2013 for applications to provisionally host the European Police College until a long-term solution for the future of the Agency could be found. The Member States submitting candidatures were Ireland, Greece, Spain, Italy, Hungary, the Netherlands and Finland. The political agreement was confirmed at the JHA Council meeting of 8 October 2013; intends to request more information on the impact assessment of the exact location before taking its final position;

(2) En dépit des obligations juridiques qu'imposent au Royaume-Uni tant la décision 2005/681/JAI du Conseil que l'accord sur le siège conclu entre le gouvernement du Royaume-Uni et le CEPOL le 30 décembre 2004, par lettres du 12 décembre 2012 et du 8 février 2013, le Royaume-Uni a informé le CEPOL qu'il avait décidé unilatéralement qu'il ne souhaitait plus en accueillir le siège sur son territoire.
(2) Notwithstanding the legal obligations of the United Kingdom deriving from to both Council Decision 2005/681/JHA and the Headquarters Agreement concluded between the Government of the United Kingdom and CEPOL on 30 December 2004, by letters of 12 December 2012 and 8 February 2013, the United Kingdom informed CEPOL that it had unilaterally decided that it no longer wished to host the seat on its territory.

2. La Commission avait demandé à la Cour d’annuler la décision-cadre 2003/80/JAI du Conseil du 27 janvier 2003 relative à la protection de l’environnement par le droit pénal[1], qui obligeait les Etats membres à prévoir des sanctions pénales pour sanctionner les infractions au droit de l’environnement définies dans cette décision cadre, au motif que la compétence pour imposer une telle obligation aux Etats membres relevait d’un instrument communautaire dont la Commission avait d’ailleurs proposé l’adoption[2].
2. The Commission had asked the Court to annul Council Framework Decision 2003/80/JHA of 27 January 2003 on the protection of the environment through criminal law[1], which required the Member States to provide for criminal sanctions in the case of the offences against environmental law set out in the Framework Decision, on the grounds that the power to impose such an obligation on the Member States is a matter for a Community instrument and the Commission had in fact proposed the adoption of such an instrument[2].

A l'issue d'un débat très approfondi, la Présidence a pu constater que les positions des délégations s'étaient sensiblement rapprochées et que le Conseil JAI devrait être en mesure de dégager un accord politique sur le contenu de la décision-cadre à l'occasion du Conseil JAI des 6 et 7 décembre 2001, afin de répondre au mandat qui lui avait été confié par les Conseils européens du 21 septembre 2001 et de Gand du 19 octobre 2001.
After a very detailed discussion, the Presidency noted that delegations' positions were considerably closer than before and that the JHA Council should be able to reach political agreement on the content of the Framework Decision at the JHA Council meeting on 6 and 7 December 2001, as instructed by the European Councils on 21 September 2001 and in Ghent on 19 October 2001.

L'action commune 98/699/JAI du 3 décembre 1998 concernant le blanchiment d'argent, l'identification, le dépistage, le gel ou la saisie et la confiscation des instruments et des produits du crime, adoptée par le Conseil (sur la base de l'article K 3 du traité sur l'UE) avait pour objectif de mettre en œuvre les recommandations susmentionnées.
The aim of Joint Action 98/699/JHA of 3 December 1998 on money laundering, the identification, tracing, freezing, seizing and confiscation of the instrumentalities and proceeds from crime, adopted by the Council on the basis of Article K.3 of the Treaty on European Union, was to implement the aforementioned recommendations.
