33. note que le Conseil européen a bien entériné le plan d'action de l'Union en matière de lutte contre la drogue (2000-2004) et a invité les institutions et les organes concernés à établir un bilan d'ici 2002 mais regrette vivement que ses recommandations contenues dans sa résolution du 19 novembre 1991 sur ce sujet n'aient pas été examinées par le Conseil, en particulier le principe d'un Conseil interpilier extraordinaire consacré à la lutte antidrogue;
33. Notes that the European Council has endorsed the European Union Action Plan to Combat Drugs 2000-2004 and called on the institutions and bodies concerned by the strategy to report on the initial results by the end of 2002, but very much regrets that the recommendations made by Parliament in its resolution of 19 November 1999 on this matter have not been examined by the Council, in particular the principles of an extraordinary inter-pillar Council to address the fight against drugs;

25. Notes that the European Council has endorsed the European Union Action Plan to Combat Drugs 2000-2004 and invited the institutions and bodies concerned by the strategy to report on the initial results by the end of 2002 but very much regrets that the recommendations made by Parliament in its resolution of 19 November 1999 on this matter have not been examined by the Council, in particular the principles of an inter-pillar Council to address the fight against drugs and an anti-drugs clause accorded the same status as the human rights clause, particularly with reference to accessions; urges that these proposals be examined again at forthcoming Councils;

24. souhaite que le Conseil reprenne à son compte les recommandations du Parlement européen contenues dans la résolution de celui-ci du 19 novembre 1999 sur la communication de la Commission au Conseil, au Parlement européen, au Comité économique et social et au Comité des régions concernant un plan d'action de l'Union européenne en matière de lutte contre la drogue, et décide notamment du principe de la convocation d'un "Conseil interpilier" extraordinaire, consacré à la lutte antidrogue, et d'y convier les pays candidats; demande que ce Conseil se réunisse ensuite chaque année en adoptant un projet politique de lutte contre la drogue ambitieux et assorti d'un calendrier précis ainsi que d'une évaluation du plan de lutte antidrogue;
24. Hopes that the Council will adopt the recommendations in the European Parliament's resolution of 19 November 1999 on the communication from the Commission to the Council, the European Parliament, the Economic and Social Committee and the Committee of the Regions on a European Union Action Plan to Combat Drugs, and calls in particular for the convening of an 'inter-pillar' Council on the campaign against drugs, to which the candidate countries should be invited; calls for this Council to continue to meet annually thereafter, adopting an ambitious political project for combating drugs together with a detailed timetable and an assessment of the anti-drug campaign;

9. demande à la prochaine présidence portugaise de convoquer un Conseil "interpiliers” extraordinaire consacré à la lutte antidrogue et d'y convier les pays candidats; invite le Conseil européen réuni à Helsinki à décider du principe de cette convocation; demande qu'une Conférence interinstitutionnelle ait notamment pour objet de préparer ce Conseil " interpiliers ";
9. Calls on the forthcoming Portuguese Presidency to convene an extraordinary "inter-pillar" Council meeting devoted to combating drugs and to invite the applicant countries to attend; calls on the European Council meeting in Helsinki to decide in principle on this convocation; calls for an interinstitutional conference to be responsible specifically for preparing this "inter-pillar" Council meeting;

E. considérant que, sans préjudice de l'invitation faite au Conseil par le Conseil européen de Tampere d'" adopter la Stratégie européenne de lutte contre la drogue pour la période 2000-2004 avant la réunion du Conseil européen d'Helsinki ", ce dernier devra décider du principe de convoquer le Conseil " interpiliers " extraordinaire visé ci-dessus; qu'une Conférence interinstitutionnelle devra notamment avoir pour objet de le préparer,
E. whereas without prejudice to the invitation to the Council given by the Tampere European Council "to adopt the 2000-2004 European Strategy against Drugs before the European Council meeting in Helsinki", the European Council should decide in principle to convene the extraordinary "inter-pillar" Council meeting referred to above; whereas an interinstitutional conference should be responsible for preparing it,

Il était prévu qu'un rapport final du groupe, contenant des Plans d'action pour ces pays en vue de la mise en oeuvre d'une approche interpiliers intégrée, serait soumis au Conseil pour approbation avant la réunion extraordinaire du Conseil européen qui aura lieu à Tampere les 15 et 16 octobre 1999.
A final report of the Group, containing Action Plans for these countries for the implementation of an integrated cross-pillar approach, was to be submitted, for approval by the Council in advance of the special session of the European Council in Tampere on 15 and 16 October 1999.
