La présente décision est conçue pour s'inscrire dans un cadre cohérent qui inclut également la décision no 573/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds européen pour les réfugiés pour la période 2008-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» et abrogeant la décision 2004/904/CE du Conseil , la décision no 574/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds pour les frontières extérieures pour la période 2007-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» et la décision no 575/2007/CE du Parlement européen et du Conseil du 23 mai 2007 portant création du Fonds européen pour le retour pour la période 2008-2013 dans le cadre du programme général «Solidarité et gestion des flux migratoires» , qui a pour objectif de traiter la question du partage équitable des responsabilités entre États membres au regard de la charge financière découlant de l'introduction d'une gestion intégrée des frontières extérieures de l'Union et de la mise en œuvre des politiques communes d'asile et d'immigration, élaborées conformément à la troisième partie, titre IV, du traité.
This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and repealing Council Decision 2004/904/EC , Decision No 574/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and Decision No 575/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Return Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part 3 of the Treaty.

3. Le bureau de sécurité du secrétariat général du Conseil, sous la direction et pour le compte du secrétaire général du Conseil, agissant au nom du Conseil et sous son autorité, est responsable de l'élaboration des dispositions techniques de sécurité visées au paragraphe 1 pour la protection et la sauvegarde des informations classifiées communiquées ou échangées avec le Conseil ou le secrétariat général du Conseil au titre du présent accord.
3. The Security Office of the General Secretariat of the Council, under the direction and on behalf of the Secretary-General of the Council, acting in the name of the Council and under its authority, shall be responsible for developing the technical security arrangement mentioned in paragraph 1 for the protection and safeguarding of classified information provided to or exchanged with the Council or the General Secretariat of the Council under this Agreement.
