SE FÉLICITE du processus visant à établir une stratégie en matière de sources d'énergie renouvelables dans une perspective à moyen et long terme au-delà de 2010 tel qu'il figure dans les conclusions du Conseil "Énergie" de novembre 2004; RECONNAÎT qu'il faut poursuivre le processus de Cardiff, notamment lorsqu'il s'agit de prendre en compte la dimension climatique dans les autres domaines politiques, sachant qu'il est souvent possible d'obtenir ainsi des avantages partagés; FAIT ÉTAT de ses préoccupations relativement à l'augmentation des émissions dans le secteur des transports; APPRÉCIE les contributions apportées par les autres formations du Conseil afin de prendre en compte la dimension climatique dans les autres domaines politiques; INSISTE sur son intention de poursuivre la mise au point du système d'échange de quotas d'émission de l'UE et, à cet égard, ATTEND AVEC INTÉRÊT le premier réexamen auquel ce système sera soumis, en 2006; RAPPELLE son intention de réfléchir à l'établissement de liens avec d'autres systèmes d'échange de quotas d'émission dans le but de mettre en place un marché mondial des quotas d'émission qui soit efficace; INVITE la Commission européenne à établir un cadre stratégique sur les mesures et technologies visant à lutter contre les changements climatiques (en éliminant les obstacles) dans le cadre du programme européen sur le changement climatique (PECC), en s'appuyant notamment sur le rapport de la Commission concernant les coûts et les avantages, demandé par le Conseil européen du printemps 2004, afin que des décisions puissent être prises quant aux modalités et moyens permettant d'atteindre un futur objectif de l'UE;

RECOGNISES that there is a need for additional policies to arrive at a low greenhouse gas emitting economy, thereby improving competitiveness e.g. by building competitive advantage in new technologies; ACKNOWLEDGES the need of further increase of energy efficiency, where appropriate, by improving standards; STRESSES the need to significantly enhance investments in research and development with regard to low carbon emitting energy technologies, concerning i.a. energy efficiency and renewables and diffusion of existing and new technologies; STRESSES also the role of the forthcoming EU framework programme on technology research 2007-2013 in this context; WELCOMES the process to develop a strategy for addressing the medium and long term time frame for renewable energy beyond 2010 as contained in the (Energy) Council conclusions of November 2004; ACKNOWLEDGES that the Cardiff process needs to be further pursued, in particular with respect to the integration of climate considerations in other policy areas, since thereby co-benefits are often achieved; STRESSES its concern regarding the increase in emissions from the transport sector; VALUES the input from other Council formations to the integration of climate considerations in other policy areas; EMPHASISES its intention to further develop the European Union emissions trading scheme (EU ETS) and in that respect LOOKS FORWARD to the first review of the EU ETS in 2006; RECALLS its intention to consider establishing links with other emissions trading schemes to develop an efficient global emissions trading market; INVITES the European Commission to develop a strategic framework on climate change measures and technologies (eliminating barriers) under the ECCP, building inter alia on the Commission’s report on costs and benefits as requested by the 2004 Spring European Council, in order to enable decision-making on ways and means to meet a future EU target.

Le Conseil européen de printemps 2004 (Bruxelles, 25-26 mars 2004) a repris ces demandes à son compte, se réjouissant «que la Commission se soit engagée à affiner encore le processus d'analyse intégrée de l'impact en collaboration avec le Conseil et le Parlement européen dans le cadre de l'Accord institutionnel 'Mieux légiférer', en mettant particulièrement l'accent sur le renforcement du volet compétitivité, et à élaborer, en coopération avec le Conseil, une méthode pour mesurer les charges administratives pesant sur les entreprises».
The 2004 spring European Council (Brussels, 25-26 March 2004) took up these demands, noting with satisfaction that the Commission had undertaken to improve further the integrated impact assessment process in collaboration with the Council and the European Parliament in the context of the inter-institutional agreement on better law-making, by placing special emphasis on strengthening the competitiveness aspect and, in cooperation with the Council, devising a method for measuring the administrative burden on business.

In line with the central objective of strengthening the social dimension of the Lisbon strategy, the Social Protection Committee proposes that a short, high-level paper setting out coherent and integrated policy messages reflecting key issues within the current work on social protection should be submitted to the Spring 2004 European Council.
