Dans le rapport Trentin, nous avons tout de même demandé qu'à l'avenir, la Commission puisse émettre des avertissements de façon autonome et que cette démarche ne soit pas liée à un vote du Conseil Écofin, auquel participent indirectement les fautifs.
In the Trentin report we have at least demanded that in future the Commission be able to send out the blue letters on its own, without this being dependent on a vote in the Ecofin Council in which the offenders are indirectly involved.

The mandates will cover a period of three years starting on 31 January 1997 (except the one for South Africa which will start later); the ECOFIN Council asks the European Commission and the European Investment Bank to consult together in order to ensure that, in determining the rate at which the mandates are used, account will be taken of the annual fluctuations in the rate at which the EU is being asked to provide balance of payments support to third countries.
