Le financement des programmes et des projets sera subordonné au respect des engagements figurant dans l'accord d'association CE-Turquie, la décision n° 1/95 du Conseil d'association CE-Turquie du 22 décembre 1995 relative à la mise en place de la phase définitive de l'Union douanière(10) et tous les accords et décisions y afférents, ainsi que des conditions fixées à l'article 4 du règlement (CE) n° 390/2001, dans le partenariat pour l'adhésion en faveur de la Turquie et dans le présent règlement.
Financing of the programmes and projects shall be subject to compliance with the commitments contained in the EC-Turkey Association Agreement, Decision No 1/95 of the EC-Turkey Association Council of 22 December 1995 on implementing the final phase of the Customs Union(10) and all other related agreements and decisions, and the conditions laid down in Article 4 of Regulation (EC) No 390/2001, in the Accession Partnership with Turkey and in this Regulation.

These matters are constantly being raised by the European Union in the context of its dialogue with Turkey and were specifically addressed at the last meeting of the EU-Turkey Association Council on 27 May 2008.

That was also the case at the last meeting of the EU-Turkey Association Council in Luxembourg on 12 June 2006, when the EU specifically said it deplored the fairly recent incident that had taken place in the Aegean Sea, especially as it had led to loss of human lives, and stated that cases such as these only had a negative effect on good neighbourly relations.

In the recent meeting held between the Association Council and Turkey, the European Union made reference to this important issue and encouraged Turkey to review its provisions with a view to answering the concerns of the Union in this area and acting in compliance with the Copenhagen principles and criteria.

Il conviendrait également de prévoir l'ouverture du programme à la participation des pays associés d'Europe centrale et orientale, conformément aux conditions établies dans les accords européens, dans leurs protocoles additionnels et dans les décisions des conseils d'association respectifs, à celle de Chypre, sur la base de crédits supplémentaires conformément aux modalités à convenir avec ce pays, ainsi qu'à celle de Malte et de la Turquie, sur la base de crédits supplémentaires, conformément aux dispositions du traité.
Provision should also be made to open the programme to participation of the associated Central and Eastern European countries in accordance with the conditions established in the Europe Agreements, in their additional protocols and in the decisions of the respective Association Councils, of Cyprus, funded by additional appropriations in accordance with the procedures to be agreed with that country, as well as of Malta and Turkey, funded by additional appropriations, in accordance with the provisions of the Treaty.

(21) Les programmes communautaires en matière d'éducation, de formation et de jeunesse sont ouverts aux États de l'association européenne de libre-échange participant à l'Espace économique européen et aux pays associés d'Europe centrale et orientale (PECO), conformément aux conditions fixées dans les accords européens, dans leurs protocoles additionnels et dans les décisions des Conseils d'association respectifs, à Chypre, ainsi qu'à Malte et à la Turquie.
(21) Community education, training and youth programmes are open to the countries of the European Free Trade Association participating in the European Economic Area and the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions set out in the Europe Agreements, in their additional protocols and in the decisions of the relevant Association Councils, and to Cyprus, Malta and Turkey.

(24) Il convient de prévoir l'ouverture du présent programme à la participation des pays associés d'Europe centrale et orientale (PECO), conformément aux conditions fixées dans les accords européens, dans leurs protocoles additionnels et dans les décisions des Conseils d'association respectifs, de Chypre, cette participation étant financée par des crédits supplémentaires selon des procédures à convenir avec ce pays, ainsi que de Malte et de la Turquie, cette participation étant financée par des crédits supplémentaires conformément au traité.
(24) Provision should be made to open up this programme to participation of the associated central and east European countries (CEEC) in accordance with the conditions established in the Europe Agreements, in their additional protocols and in the decisions of the respective Association Councils, of Cyprus, funded by additional appropriations in accordance with the procedures to be agreed with that country, as well as of Malta and Turkey, funded by additional appropriations, in accordance with the provisions of the Treaty.
