35. Welcomes the initiatives taken by the Ecuadorian Government such as the establishment of Ecuador’s Council for Civil Participation and Social Accountability (CPCCS) as a means of integration, aimed at strengthening and incentivising the participation of civil society, promoting transparency and eradicating corruption practices; recalls the importance of establishing effective dialogue mechanisms where they do not exist, in order to guarantee the right of citizens and social agents to organise, take part in decision making and monitor implementation on an individual or collective basis;

22. rappelle que le Conseil devrait faire preuve de transparence et être entièrement responsable envers les citoyens de l'Union en ce qui concerne les fonds qui lui sont confiés en tant qu'institution de l'Union; souligne que, pour ce faire, le Conseil doit participer pleinement et en toute bonne foi à la procédure annuelle de décharge au même titre que les autres institutions; estime, à cet égard, qu'un contrôle efficace de l'exécution du budget de l'Union exige une coopération entre le Parlement et le Conseil fondée sur un accord de travail; déplore les difficultés rencontrées jusqu'à présent lors des procédures de décharge; prend toutefois acte de l'intérêt manifesté par l'actuelle présidence du Conseil de l'Union européenne en vue de concilier les positions, ainsi que de la lettre adressée par le Secrétaire général du Conseil en réponse aux questions posées par la commission du contrôle budgétaire, dans laquelle il se dit disposé à soutenir activement des mesures concrètes permettant de parvenir à un "modus vivendi", comme le demandait le Parlement européen dans sa résolution du 23 octobre 2014 ; insiste sur la nécessité d'améliorer la capacité de dialogue entre les deux institutions afin de trouver rapidement une solution permettant de respecter les dispositions du traité et l'obligation de rendre compte devant les citoyens;
22. Reiterates that the Council ought to be transparent and fully accountable to Union citizens for the funds entrusted to it as a Union institution; stresses that this implies that the Council shall take part fully and in good faith in the annual discharge procedure, just as the other institutions do; considers, in this regard, that effective supervision of the Union's budget implementation requires cooperation between Parliament and the Council through a working arrangement; regrets the difficulties encountered in the discharge procedures to date; takes note, nonetheless, of the interest shown by the current Presidency of the Union in reconciling positions, as well as of the letter from the Secretary General of the Council in response to questions tabled by the Committee on Budgetary Control in which he expresses his willingness to support actively tangible measures to reach a ʽmodus vivendiʼ as called for by Parliament in its resolution of 23 October 2014 ; stresses the need to improve the capacity for dialogue between the two institutions in order to find a solution as soon as possible that will enable compliance with the Treaty mandate and accountability to citizens;

(14) La participation aux actions indirectes financées par l'entreprise commune IMI2 est conforme au règlement (UE) nº 1290/2013 du Parlement européen et du Conseil. Les participants à l'entreprise commune IMI2 devront protéger, exploiter et diffuser ces résultats de manière à garantir une large diffusion et une exploitation à grande échelle des données de recherche ainsi que l'accès à un prix abordable au produit final.
(14) Participation in indirect actions funded by the IMI2 Joint Undertaking shall comply with Regulation (EU) No 1290 /2013 of the European Parliament and of the Council .The IMI2 Joint Undertaking will ensure that participants protect, exploit and disseminate those results in a manner that ensures wide dissemination and exploitation of the research data and affordable access to the end product.
