Is of the opinion that, other than in cases of exceptional urgency, any meeting of the European Council should be preceded by a debate in Parliament, allowing the adoption of a resolution, with the President of the European Council coming to present the subjects on the agenda in person; believes that Parliament and the European Council should organise their respective work so as to give to Parliament the opportunity to make known its opinion on these subjects in good time, and to allow the President of the European Council to report back after each meeting of the European Council in front of the plenary sitting; stresses that, as far as it is possible, European Council meetings should not take place during the plenary session weeks of Parliament;

Il est dans l’intérêt de l’Union que soient approuvées avec diligence les demandes d’octroi et/ou de prorogation des dérogations annuelles relatives à l’introduction du Système harmonisé de désignation et de codification des marchandises (dénommé «Système harmonisé» ou «SH») le 1er janvier 1988 et de ses premier, deuxième, troisième, quatrième et cinquième amendements, recommandés par le Conseil de l’Organisation mondiale des douanes, respectivement dénommés «version 1992 du SH» (entrée en vigueur le 1er janvier 1992), «version 1996 du SH» (entrée en vigueur le 1er janvier 1996), «version 2002 du SH» (entrée en vigueur le 1er janvier 2002), «version 2007 du SH» (entrée en vigueur le 1er janvier 2007) et «version 2012 du SH» (qui entrera en vigueur le 1er janvier 2012), ainsi que les futurs amendements du SH qui établissent l’obligation d’introduire ces modifications dans les listes de concessions des membres (transposition des listes de concessions tarifaires dans la nomenclature du SH).

In 2006 and 2007, the Commission presented a comprehensive legislative package consisting of three instruments: Council Framework Decision 2008/675/JHA obliging Member States to take account of previous convictions in new criminal proceedings; Council Framework Decision 2009/315/JHA on the organisation and content of the exchange of information extracted from criminal records; and Council Decision 2009/316/JHA establishing ECRIS as the technical means of exchanging information extracted from criminal records.[47] Due to be implemented by April 2012, Council Framework Decisions 2009/315/JHA and 2009/316/JHA aim to define the ways in which a convicting Member State must transmit information concerning a new conviction to the Member State(s) of the convicted person’s nationality, storage obligations, and a framework for a computerised system of information exchange.
