Le Conseil constate, toutefois, avec inquiétude qu'un an après le lancement du processus de transition en RDC, la situation politique demeure précaire et beaucoup reste à faire pour que la transition puisse s'accomplir de manière à ce que se mettent en place des conditions favorables à la tenue d'élections libres et régulières.
15. The Council notes with concern, however, that one year on from the launch of the transition process in the DRC, the political situation remains fragile and much remains to be done if the transition is to be successfully accomplished in a way that would assure the right environment for the holding of free and fair elections.

Le Conseil constate toutefois la nécessité de préciser, dans le nouveau cadre, les modalités formelles de la consultation du public, notamment des opérateurs économiques.
The Council recognises, however, the need to provide further details regarding formal arrangements for consulting the public, including market participants, in the new framework.

A l'issue des délibérations approfondies du Conseil, la Présidence a constaté toutefois que, à ce stade, une majorité qualifiée n'était pas réunie sur la dernière version du compromis de la Présidence.

Notes, however, that sweeping reform is still required in the field of human rights in order to abolish once and for all the practices and structures that have sullied Turkey's image within the international community; welcomes the setting-up of a human rights watchdog committee reporting to the prime minister; regrets however that the document produced by that committee, despite having been sanctioned as a working and reference document by the Turkish Council of Ministers on 21 September 2000, was not more thoroughly incorporated in the constitutional amendments proposals;
