(Return tabled) Question No. 494 Mr. Peter Julian: With regard to the Asia-Pacific Gateway and Corridor Initiative (APGCI): (a) what activities happened on this project during fiscal years 2008-2009, 2009-2010, 2010-2011; (b) how much project funding was provided or will be provided to each Western province under APGCI, broken down by riding, during fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011; (c) what federal departments and agencies have been involved in the realization of the APGCI since 2007 until the present; (d) what are the funding and full-time equivalent projections for APGCI for fiscal years 2011-2012 and 2012-2013; (e) what private companies and consultants received project funding under the APGCI since fiscal year 2007-2008, up to and including the current fiscal year; (f) how will the costs of the APGCI projects be shared between the federal and provincial governments; (g) are there any foreign investments made for APGCI related projects and, if so, what foreign companies made investments for these projects; (h) when is the APGCI scheduled to sunset; (i) what is the federal government's policy position on the future of this initiative, taking into account the global economic recession; (j) did the global economic crisis result in changes to the implementation of the Atlantic Gateway Initiative and, if so, what were they; (k) which countries are Canada’s main competitors and what did the government do to secure Canada's advantages and leading positions; (l) how many trade missions took place in relation to APGCI, where did these take place and how much did they cost, from fiscal year 2007-2008 up to and including the current fiscal year; and (m) what are the names of the Canadian representatives from both the public and private sector organizations who took part in trade missions in relation to APGCI since 2007 to 2010, and by which organization, including government, was their participation funded?

To this end, alongside this Communication, the Commission is presenting a proposal for a Council Recommendation on a pilot Joint Programming initiative on combating neurodegenerative diseases, in particular Alzheimer's, for pooling and coordinating the efforts of European basic and clinical researchers in this field.

En janvier 2008, le commissariat a publié un rapport concernant cette initiative. Le conseil tiendra compte des recommandations qui y sont faites pour élaborer son nouveau plan d'action pluriannuel concernant la mise en oeuvre de l'article 41 de la Loi sur les langues officielles.
The Commissioner released a report on this initiative in January of 2008, and we will be using the report's recommendations to develop our new Multi-Year Action Plan for the Implementation of Section 41 of the Official Languages Act.

En ce qui concerne l'initiative européenne pour la croissance liée au réseau de transport transeuropéen, le Conseil a pris acte avec satisfaction de la décision prise par le Conseil ECOFIN d'augmenter de 10 à 20% la contribution financière communautaire ayant trait aux projets transfrontaliers et a souligné que l'initiative pour la croissance concernant les transports va tout à fait dans le même sens que les projets prioritaires prévus par la Commission et approuvés par le Conseil TTE du 5 décembre 2003.
For what concerns the European Initiative for Growth relating to the Trans-European Transport Network, the Council took note with satisfaction of the decision by the ECOFIN Council to increase the Community financial contribution from 10 % to 20 % referring to cross-border projects and outlined how the Initiative for Growth regarding Transport is perfectly in line with the priority projects provided by the Commission and approved by the TTE Council on 5 December 2003.

Il : - invite les Etats membres à accélérer la pleine application des directives concernant le marché intérieur, notamment dans les domaines des marchés publics, des services d'investissement et des assurances ; - demande au Conseil d'accélérer les travaux pour l'adoption du statut de la société européenne et du cadre juridique pour les inventions biotechnologiques et souligne l'importance des accords récemment intervenus au sein du Conseil concernant le marché intérieur de l'électricité et les télécommunications et invite le Conseil à aller plus loin sur la voie d'une plus grande libéralisation de ces secteurs ; - invite la Commission à soumettre au Conseil, avant la fin de l'année, les premiers résultats de son initiative concernant des mesures concrètes de simplification (SLIM) ; - demande au Conseil d'adopter le nouveau Plan d'action pour les petites et moyennes entreprises (PME) avant fin 1996 pour renforcer leur potentiel de développement afin qu'elles puissent bénéficier pleinement du marché intérieur et contribuer ainsi plus efficacement à la création d'emplois ; - invite la Commission à élaborer un plan d'action sur les mesures à prendre en matière d'innovation ; - demande au Conseil de lui soumettre, avant le Conseil européen de Dublin, un rapport sur l'évolution des systèmes fiscaux à l'intérieur de l'Union, en tenant compte de la nécessité de créer un environnement fiscal stimulant l'entreprise et la création d'emplois et de promouvoir une politique de l'environnement plus efficace.
It: - calls on Member States to speed up the full implementation of the Directives concerning the internal market, in particular in the public procurement, investment services and insurance fields; - asks the Council to expedite proceedings for the adoption of the Statute for a European company and the legal framework for biotechnological inventions and stresses the importance of the recent agreements within the Council on the internal electricity market and telecommunications and calls upon the Council to go further in the direction of the greater liberalisation in those sectors; - calls on the Commission to submit the Council before the end of the year the initial results of its initiative on practical simplification measures (SLIM); - requests the Council to adopt the new action plan for small and medium- sized enterprises (SME) before the end of 1996 to reinforce the potential for their further development so that they can benefit fully from the internal market and thus make a more effective contribution to the creation of jobs; - calls on the Commission to draw up an action plan concerning the measures to be taken with regard to innovation; - requests the Council to submit to it, before the European Council in Dublin, a report on the development of tax systems within the Union, taking account of the need to create a tax environment that stimulates enterprise and the creation of jobs and promote a more efficient environmental policy.

Le Conseil européen reconnaît l'intérêt que présente l'initiative à l'étude au sein du Conseil concernant la possibilité d'organiser un sommet euro-africain en vue de renforcer la paix et la démocratie en Afrique. 9. Sécurité Le Conseil européen souligne l'importance que revêt de plus en plus la dimension de sécurité dans les initiatives de l'Union européenne s'inscrivant dans le cadre de la PESC, note avec satisfaction la place toujours plus grande qu'occupent en conséquence les questions de sécurité dans son dialogue avec ses partenaires et se félicite de l'élan imprimé récemment aux relations entre l'Union européenne et l'UEO, qui doivent être développées davantage.
The European Council acknowledges the interest in the initiative under examination in the Council on the possibility of a Euro-African Summit aimed at strengthening peace and democracy in Africa. 9. Security The European Council underlines the growing importance of the security dimension in EU initiatives within the CFSP, notes with satisfaction the corresponding increasing emphasis on security in its dialogue with partners and welcomes the impulse given recently to EU-WEU relations which must be further developed.
