In line with the Joint Declaration by the European Parliament and the Council adopted together with Decision No 778/2013/EU of the European Parliament and of the Council (3), Union macro-financial assistance should be an exceptional financial instrument of untied and undesignated balance-of-payments support, which aims at restoring a beneficiary's sustainable external finance situation and should underpin the implementation of a policy programme containing strong adjustment and structural reform measures designed to improve the balance of payment position, in particular over the programme period, and reinforce the implementation of relevant agreements and programmes with the Union.

L'objet de cette proposition était de tenir compte de la résolution du Parlement européen et des résultats des négociations au Conseil concernant la proposition de modification du règlement EURODAC adoptée le 3 décembre 2008[4]. Parallèlement, elle prévoyait d’accorder aux services répressifs des États membres et à Europol la possibilité d’accéder à la base de données centrale d’EURODAC aux fins de la prévention et de la détection des infractions terroristes et autres infractions pénales graves ainsi qu’aux fins des enquêtes en la matière[5].
The purpose of this proposal was to take into account the resolution of the European Parliament and the results of negotiations in the Council concerning the proposal for amending the EURODAC Regulation which was adopted on 3 December 2008.[4] At the same time, it also introduced the possibility for Member States' law enforcement authorities and Europol to access the EURODAC central database for the purposes of prevention, detection and investigation of terrorist offences and other serious criminal offences.[5]

The Final Act is attached to Council Decision 2014/668/EU of 23 June 2014 on the signing, on behalf of the European Union, and provisional application of the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Ukraine, of the other part, as regards Title III (with the exception of the provisions relating to the treatment of third-country nationals legally employed as workers in the territory of the other Party) and Titles IV, V, VI and VII thereof, as well as the related Annexes and Protocols (3), adopted in parallel with this Decision.
