2. As far as political dialogue is concerned, the new agreement is essentially in line with the calls repeatedly made by Parliament for the establishment of a Europe/Latin America political and security partnership, entailing the adoption of a wider political agenda (the new agreement also covers cooperation in the fight against terrorism); for modernising the ministerial political dialogue, assigning an important role in monitoring it to civil society; and for updating the parliamentary dialogue, for which purpose the new agreement provides for the setting up of a joint parliamentary committee of the European Parliament and the National Congress of Chile which, in your rapporteur's opinion, will make it possible in due course to envisage some kind of Europe/Latin America Transatlantic Assembly.

The Commission proposed the following series of realistic measures to achieve this aim, taking account of the capacities of both sides. Trade: improve trade arrangements where possible; emphasize trade promotion activities, particularly with a view to diversifying the range of products and services exported; Regional integration: support the efforts already being made in the region, particularly by encouraging the harmonization of industrial standards and cooperation in the telecommunications field, and by devising cumulative origin rules for the regional groups; Economic cooperation: intensify contacts between businesses; encourage the setting up of data banks and joint investment committees; encourage cooperation between Chambers of Commerce and training programmes; Developement: continue official development assistance to eligible countries and improve coordination with other sources of finance to make it more effective; ../.- 2 - Finance: resume provision of export credits for those countries which have adopted satisfactory adjustment policies; Macroeconomic: work towards improving the international environment, which will help Latin America solve the problems it faces (debt, industrial resettlement, etc.), and strengthen the dialogue with countries in the region; Politics: arrange political consultations with Latin American countries or regions.

M. MATUTES a également participé aux travaux de la IVème Commission Mixte CE/Brésil; il a rencontré le "Business Council CE-Brésil" (un organisme , créé le 5 décembre 1988, qui regroupe des industriels brésiliens et européens, et dont l'objectif est de stimuler la coopération industrielle entre les deux parties); il a en outre pris part au premier "forum euro- latino-américain", organisé à l'initiative de l'Institut d'Etudes Stratégiques et Internationales de Lisbonne et de la Fédération des Industries de Sao Paulo.
Mr Matutes also attended the fourth EEC-Brazil Joint Committee meeting and met members of the EC-Brazil Business Council (set up in December 1988 by Brazilian and European industrialists with the aim of fostering industrial cooperation). He also took part in the first Euro-Latin American Forum, organized on the initiative of the Lisbon Institute of Strategic and International Studies and the São Paolo Federation of Industries.
