Sur motion de Janko Peric, il est convenu que, conformément à l'article 108(3)c) du Règlement, le Sous-comité, lors de son étude de propositions d'initiatives visant à l'intégration et à l'égalité des personnes handicapées dans tous les secteurs de la société canadienne ainsi que la promotion, le contrôle et l'évaluation de ces initiatives, soit autorisé à assister à un Congrès international (Inclusion by Design) le 1 juin 2001, à Montréal, pour participer à une réunion table ronde réunissant des intervenants à la séance plénière du Congrès et des membres du Sous-comité, et que le personnel nécessaire accompagne le Sous-comité.
On motion of Janko Peric, it was agreed, that pursuant to Standing Order 108(3)(c) that the Sub-Committee, in its study of the matters relating to the proposing, promoting, monitoring and assessing of initiatives aimed at the integration and equality of disabled persons in all sectors of Canadian Society be authorized to attend the International Congress – Inclusion by Design, on June 1, 2001 in Montreal, to participate in a round table meeting of the Congress plenary speakers and Sub-Committee members and that the necessary staff accompany the Sub-Committee.

Irwin Cotler: With regard to international treaties and conventions dealing in whole or in part with human rights and with Canada’s international obligations in this regard: (a) does the government have any formal or informal procedures for regular review of those international human rights treaties that Canada has not yet signed, ratified, or otherwise accepted; (b) does the government have any formal or informal guidelines according to which it determines whether the specific obligations contained in a treaty or other international undertaking conflicts with the Constitution Act, 1867, and if so where can these guidelines be accessed; (c) do the guidelines referred to in (b) specify the standard according to which the government determines if any obligation contained in a treaty or other international undertaking violates any section of the Constitution Act, 1867; (d) has the government engaged in any review of its obligations under the Convention on the Elimination of Racial Discrimination (CERD); (e) does the government have any formal or informal guidelines according to which it determines whether the specific obligations contained in a treaty or other international undertaking require implementing legislation in order for Canada to be able to ratify or otherwise accept it, and if so where can these guidelines be accessed; (f) does the government have a position as to whether international agreements that establish a complaints mechanism or communications procedure for enforcement of the rights and obligations contained therein are necessarily unconstitutional; (g) does the government have a policy as to whether Canada will accept such agreements referred to in (f); (h) does the government undergo review of proposed international human rights agreements that would establish such a mechanism or procedure referred to in (f) on a case by case basis, (i) who is involved in this review, (ii) are the provinces and other inte ...

Is convinced that trade may be a powerful engine for economic growth, although trade alone cannot solve development problems; believes that the slow progress of the Doha Round negotiations is hampering the international trading system’s contribution to the MDGs; stresses that a positive conclusion of the Doha Round could contribute to delivering an economic stimulus package at global level; takes note of the host of studies by UNCTAD and other institutions showing that extensive trade liberalisation in the LDCs has seldom translated into sustained and substantial poverty reduction, and has contributed to a decline in developing countries’ terms of trade, in particular those of African countries;

Lors du congrès international qui s'est tenu en juillet dernier sur le territoire africain à Durban, en Afrique, comme je l'ai déjà évoqué, chercheurs, professionnels de la santé, militants d'organisations non gouvernementales, responsables politiques, ont été unanimes à souligner l'urgence de la situation.
At the international congress last July in Durban, on African territory, researchers, health professionals, non-governmental organisation campaigners and political leaders, were all unanimous in emphasising the urgency of the situation.
