Selon Loyola De Palacio, vice-présidente de la Commission européenne, «il n'y aura désormais plus de frontières physiques et techniques dans le transport ferroviaire européen de fret : ce nouveau contexte va changer radicalement la situation du chemin de fer et contribuer à sa relance, en permettant également de lutter contre la congestion routière.
