Le mandat donné à la Commission est fondé - à l'exception de la liste des importations agricoles exclues de la zone de libre-échange, qui a été ajoutée par le Conseil - sur la proposition initiale formulée par la Commission en octobre dernier, qui constituait selon nous une tentative équilibrée pour répondre à la demande sud-africaine en vue d'un meilleur accès au marché de la Communauté et pour encourager l'Afrique du Sud elle-même à s'ouvrir à l'économie mondiale.
This is to be welcomed. The directives given by the Council are based - at the exception of the list of agriculture imports excluded from the Free Trade Area, added by the Council - on the original proposal tabled by the Commission last October, which we felt was a balanced attempt to respond to the South African demand for improved access to the Community market and to encourage South Africa itself to open up to the global economy.
