As President Juncker announced in his 2017 State of the Union address, the Commission adopted today a strategy for 'A credible enlargement perspective for and enhanced EU engagement with the Western Balkans', confirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values. It spells out the priorities and areas of joint reinforced cooperation, addressing the specific challenges the Western Balkans face, in particular the need for fundamental reforms and good neighbourly relations. A credible enlargement perspective requires sustained efforts and irreversible reforms. Progress along the European path is an objective and merit-based process which depends on the concrete results achieved by each individual country.

Les défis auxquels sont confrontés les pays visés par l’élargissement s’inscrivant dans une perspective à long terme, il apparaît d’autant plus nécessaire de réaffirmer avec force la volonté de privilégier le principe de la «priorité aux fondamentaux» dans le processus d’adhésion. Des progrès sont réalisés, notamment avec l’adoption d’actes législatifs et la mise en place des structures administratives nécessaires.
The longer-term nature of the challenges faced by the enlargement countries underlines the need to reaffirm the strong focus on the principle of "fundamentals first" in the accession process. Agrees, notwithstanding the very significant challenges facing the country, with the Commission’s conclusion that it has a high level of alignment with the EU acquis vis-à-vis its stage in the accession process and that the Copenhagen criteria are sufficiently met for accession talks to begin; notes that under the EU’s procedures new members are admitted only when they have met all requirements; shares the view of the Commission that opening Chapters 23 and 24 on justice, democracy and human rights will enhance progress on the very issues which are of particular concern to some Member States;

Is aware that accession as such will not resolve the extremely serious problems facing the ECHR system, namely on the one hand the excessive workload due to an exponential increase in the number of individual requests and on the other hand the reform of the structure and functioning of the Court to cope with it; notes that the European Court of Human Rights recognises that it operates in a complex legal and political environment, and notes that the entry into force of Protocol No 14 on 1 June 2010 will certainly help to reduce the number of uncompleted procedures but will not eliminate them; stresses, in the context of the reform of the European Court of Human Rights, the importance of the Interlaken Declaration, with particular reference to paragraph 4 thereof, which rightly calls for a uniform and rigorous application of the criteria concerning admissibility and the Court's jurisdiction;
