Favours the introduction of a tax on financial transactions, which would improve the functioning of the market by reducing speculation and help to finance global public goods and reduce public deficits; considers that the introduction of a tax on financial transactions ought to be as broadly based as possible and that the EU should promote the introduction of an FTT at global level, failing which, the EU should implement an FTT at European level as a first step; calls on the Commission swiftly to produce a feasibility study, taking into account the need for a global level playing field, and to come forward with concrete legislative proposals;

6. souhaite que, dans ce contexte, la Commission établisse, dans les six mois, un rapport quant à la faisabilité d'une taxe sur les mouvements de capitaux spéculatifs (taxe "Tobin") - en examinant notamment sous quelles conditions concrètes l'introduction d'une telle taxe pourrait être envisagée -, ainsi que la possibilité d'utiliser les revenus d'une telle taxe pour l'aide au développement des pays du Tiers monde, en particulier le financement d'investissements socialement utiles pour l'environnement, l'éducation et les infrastructures;

Urges the Commission, in this context, to draw up within six months a report dealing with the feasibility of a tax on speculative capital movements (‘Tobin’ tax) – considering, in particular, the practical arrangements for the introduction of such a tax – and the possibility of using the revenue from such a tax to fund aid for the development of third world countries, in particular socially useful investment in the environment, education and infrastructure;

Face à cette situation, la Commission propose une série d'actions concrètes : - transparence accrue sur les conditions d'accueil pour les investissements directs ( l'organisation de "journées d'affaires" à thème sectoriel ouvertes à des industriels de l'Est et de l'Ouest, serait un cadre pertinent ) - transparence accrue sur l'évolution des marchés, par le renforcement des instruments permettant une analyse plus fine des marchés, notamment en créant des rapports plus réguliers entre l'industrie de ces pays et les organisations professionnelles européennes, - la promotion d'un nouveau cadre juridique : l'introduction de l'économie de marché place les autorités de ces pays devant la nécessité de disposer d'un véritable droit des sociétés quasiment inexistant, de règles en matière de comptabilité et de fiscailté des entreprises, de dispositions pour la protection des travailleurs sur les lieux du travail, pour la protection des consommateurs et de l'environnement, de règles de concurrence adaptées à l'économie de marché, - 3 - - une protection effective de la propriété intellectuelle, industrielle et commerciale, - le soutien au développement des PME : le recours à une banque de données qui compare offres et demandes de coopération.
Faced with this situation, the Commission is proposing a series of practical measures: - improved transparency of conditions for direct investment in host countries (the organization of "business days" focusing on particular sectors of the economy and open to industrialists from East and West would provide an appropriate framework); - improved transparency of market trends by reinforcing the insutrments permitting closer analysis of markets, particularly through the forging of more regular contacts between industry in these countries and European trade organizations; - promotion of a new legal framework: the introduction of a market economy means that the authorities in these countries will need to establish a genuine body of company law (at the moment virtually non-existent), rules governing the accounts and taxation of firms, provisions relating to worker protection at the place of employment, consumer and environmental protection and competition rules adapted to a market economy; - 3 - - effective protection of intellectual, industrial and commercial property; - support for the development of small and medium-sized firms: use of a data bank for comparing offers of, and requests for, cooperation.
