(Return tabled) Question No. 494 Mr. Peter Julian: With regard to the Asia-Pacific Gateway and Corridor Initiative (APGCI): (a) what activities happened on this project during fiscal years 2008-2009, 2009-2010, 2010-2011; (b) how much project funding was provided or will be provided to each Western province under APGCI, broken down by riding, during fiscal years 2007-2008, 2008-2009, 2009-2010 and 2010-2011; (c) what federal departments and agencies have been involved in the realization of the APGCI since 2007 until the present; (d) what are the funding and full-time equivalent projections for APGCI for fiscal years 2011-2012 and 2012-2013; (e) what private companies and consultants received project funding under the APGCI since fiscal year 2007-2008, up to and including the current fiscal year; (f) how will the costs of the APGCI projects be shared between the federal and provincial governments; (g) are there any foreign investments made for APGCI related projects and, if so, what foreign companies made investments for these projects; (h) when is the APGCI scheduled to sunset; (i) what is the federal government's policy position on the future of this initiative, taking into account the global economic recession; (j) did the global economic crisis result in changes to the implementation of the Atlantic Gateway Initiative and, if so, what were they; (k) which countries are Canada’s main competitors and what did the government do to secure Canada's advantages and leading positions; (l) how many trade missions took place in relation to APGCI, where did these take place and how much did they cost, from fiscal year 2007-2008 up to and including the current fiscal year; and (m) what are the names of the Canadian representatives from both the public and private sector organizations who took part in trade missions in relation to APGCI since 2007 to 2010, and by which organization, including government, was their participation funded?

The management and control systems referred to Article 3 shall include procedures to verify the authenticity of the expenditure claimed and execution of the project from its preparatory stage through to the entry into service of the financed investment in accordance with the terms of the relevant granting Decision, with the objectives assigned to the project, and with applicable national and Community rules on, in particular, the eligibility of expenditure for support from the Fund, protection of the environment, transport, trans-European networks, competition and public procurement.

Whereas experience gained in the sugar sector since the entry into force of Regulation No 1009/67/EEC has demonstrated the importance of free competition for the marketing of sugar ; whereas free competition can be encouraged if independent traders participate in the marketing of sugar ; whereas participation by independent traders would be of particular value in trade between Member States and in trade with third countries since independent sugar undertakings play an essential role in this field ; whereas the position of these undertakings should therefore be strengthened in the common organisation of the market in sugar ; whereas, to that end, they should be allowed to offer Community sugar for intervention, so that they can effect their commercial transactions under normal conditions;

DRAFT COMMISSION DIRECTIVES ON - MOBILE AND PERSONAL COMMUNICATIONS - IMPLEMENTATION OF FULL COMPETITION IN TELECOMMUNICATIONS MARKETS The Council held a wide-ranging exchange of views on the above draft Directives based on Article 90(3) of the Treaty; it then adopted the following conclusions: "The COUNCIL - NOTES that the Commission requested, on 3 August 1995, any comments from the Council on the draft Commission Directive amending Directive 90/388/EEC as regards mobile and personal communications; sent the President-in-Office of the Council, on 29 September 1995, the draft Commission Directive amending Directive 90/388/EEC as regards the implementation of full competition in telecommunications markets; - NOTES also the public consultation launched by the Commission following the publication of the two draft Directives in the Official Journal of the European Communities; - REAFFIRMS that it is important that the conditions governing the definition of the Community's future policy on the liberalization of telecommunications services and infrastructures should result from a political agreement based on the compromise of December 1989 and takes note of the Commission's support for this approach; - RECALLS in this connection the political agreement reached at the Telecommunications Council meeting on 17 November 1994, which was given concrete form in the Council Resolution of 22 December 1994 and in the statements made on that occasion; RECALLS that this Resolution recognizes in particular the principle of liberalization of telecommunication infrastructures on 1 January 1998, on the understanding that an additional transitional period is granted to certain Member States; - POINTS OUT that the Commission must also take account in its approach of the responsibilities of the European Parliament and the Council for the legislative provisions designed, on the basis of Commission proposals, to establish the European regulatory framework for telecommunications, parti ...
