Question No. 899 Mr. Hoang Mai: With regard to the proposed new bridge on the St. Lawrence River: (a) why did the 2012 budget not include long-term planning for the proposed bridge; (b) have the cost estimates been further refined since initial estimates of between three and five billion dollars were made, and how are these estimated costs broken down, in as much detail as possible; (c) what further factors need to be taken into account to refine the estimates; (d) at what time in the financial analysis process will the Treasury Board of Canada or the Department of Finance be involved and to what extent; (e) has Transport Canada chosen the funding model and, if so, which one, and why; (f) will there be any public consultation concerning the funding model; (g) have any economic models been created to understand the financial impacts of the various options for the project; (h) is public-private partnership (P3) still an option (i) who is involved in making the decision about P3, (ii) have there been concrete steps made in order to finalize a decision, (iii) will there be any public consultation regarding P3; (i) has Transport Canada decided on the type of structure (bridge or tunnel); (j) what are the initial outcomes of the government’s collaboration with the province of Québec to integrate transit onto the new bridge; (k) has Transport Canada been involved in the study of integrating a Light Rail Transit (LRT) onto the bridge, (i) at what stage in the planning process will the government define the parameters of public transportation on the bridge, (ii) how is the government coordinating the planning process with the government of Québec, the Agence métropolitaine de transport and other interested parties, (iii) when are the results of this study expected and will they be made public, (iv) is the LRT the preferred option according to the current status of the study, (v) will the government help fund a project of this calibre if LRT is chosen as the appropr ...

29. fait siennes les initiatives prises par la Commission pour placer la recherche, la connaissance et l'innovation en tête des priorités de toute stratégie future; escompte que des crédits suffisants seront alloués, dans le cadre des budgets à venir de l'Union européenne, afin de traiter ces questions essentielles; rappelle dans ce contexte l'urgence de conclure le dossier pendant du brevet communautaire; propose que la Commission commence à étudier les moyens envisageables pour définir des indicateurs concrets qui permettront de mesurer la réussite dans les domaines de la recherche, de la connaissance et de l'innovation;

Endorses initiatives taken by the Commission to prioritise research, knowledge and innovation in any future strategy; expects that sufficient funds will be allocated in successive Union budgets in order to address these crucial matters; recalls, in this context, the urgent need to resolve the outstanding issue of the Community patent; proposes that the Commission start to examine possible ways of finding concrete benchmarks in order to measure success in the areas of research, knowledge and innovation;

Des projets concrets seront entrepris au titre des nouvelles perspectives financières entrant en vigueur en 2007; d’étudier la possibilité d’étendre le champ des actions de promotion des transports maritimes à courte distance à la promotion de solutions multimodales dans le secteur des transports terrestres comme composante de la chaîne logistique globale; de mieux intégrer ce mode dans la chaîne d’approvisionnement et de logistique multimodale pour confirmer l’image de mode de transport moderne dont jouit déjà le transport maritime à courte distance.
Concrete projects will be undertaken under the new financial perspective starting in 2007. Examine the possibility of extending the scope of short-sea promotion towards the promotion of multimodal solutions in inland transport as part of the overall logistics chain; Improve the integration of the mode in the multimodal logistics supply chain to coincide with the modern image that Short Sea Shipping has already acquired.

It has been criticised for being too light, but I believe that not everybody has understood that the Commission’s proposal consisted of transferring specific policies into thematic strategies; and this is because the thematic strategies are a new way of working, a more scientific way, where the details are going to be studied in greater depth: the technical levels and the technical solutions, the viability of projects, the situations of the countries and the type of legislation which would be suitable.
