_____________ COM(88)149 - 2 - THE COMMISSION'S CONCLUSIONS The Commission proceeded to an analysis of the problem, and the main conclusions can be summarized as follows: - Examination of the principles and practices of the Common Fisheries Policy shows that the TACs are fixed on the basis of a combination of the species and the area, and not solely on the basis of the biological definition of the stock; - Accordingly, catch transfers, as requested by the United Kingdom, would conflict with these principles and practices, and would undermine the principle of relative stability, which is a fundamental principle of the Common Fisheries Policy.
