Welcomes the agreement reached on financing the additional costs of ITER in December 2011; urges the Commission to respect the joint conclusions in this agreement in their entirety and to make concrete proposals on the amount of EUR 360 million in the 2013 draft budget, making full use of the provisions laid down in the Financial Regulation and in the IIA of 17 May 2006 and excluding any further ITER-related revision of the MFF; reiterates its strong conviction that securing the amount of EUR 360 million in the 2013 budget should not impair the successful implementation of other EU policies, especially those that contribute to achieving the goals of the EU 2020 strategy during this last year of the programming period, and specifically requests that possible redeployments should not infringe upon this budgetary priority; stresses that in its financial programming the Commission foresees a margin of EUR 47 million in Heading 1a, which partially covers the needs for ITER;

Points out with concern that the Joint Undertaking has not detailed in its financial statements the degree of advancement of the work in-progress; acknowledges from the Court that this information is essential in reflecting the status of the activities carried out so far by the Joint Undertaking, as regards the procurement arrangements signed with the ITER International Organisation; points out that from the Joint Undertaking that information regarding overall progress was provided through its Annual Progress Report and Annual Activity report but limited to a raw preliminary estimation of the percentage of works completed, based on the amount of expenses related to procurement arrangements incurred up to date and comparing them to the estimated value of the contribution in kind to the project; acknowledges furthermore that a raw preliminary estimation of works completed is included in the 2013 Annual Accounts; emphasises the need for information and indicators for proper performance measurement, which applies both to output and internal management;

The main conclusions of the above-mentioned study were reported in a Commission communication on "Study on Parental Control of Television Broadcasting" [63].The European Parliament adopted a resolution on this communication [64] in which it noted the conclusions on European television systems included in the Oxford University study and expressed the hope that the work of Digital Video Broadcasting (see below) will have a favourable impact in the near future for both undertakings and families.
