Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralised management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. (9) Compte tenu des conclusions relatives au préjudice figurant ci-avant, la Commission a considéré qu'il était superflu de vérifier le bien-fondé des allégations de dumping concernant les importations en question, puisque des mesures antidumping ne peuvent, en général, être adoptées que si l'enquête montre qu'il y a eu des pratiques de dumping au cours de la période de référence, qu'un préjudice grave en est résulté et que les intérêts de la Communauté nécessitent l'adoption de telles mesures.
9. In view of the above findings with respect to injury the Commission considered it unnecessary to investigate the allegation of dumping with regard to the imports in question since anti-dumping measures may in general only be taken where examination shows that there has been dumping during the period under investigation, that material injury has been caused thereby and that the interests of the Community call for such measures.
