Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Welcomes the conclusion in May 2008 of the feasibility studies for Georgia and Armenia, showing that DCFTAs would bring significant economic benefits to these countries and the EU, thereby allowing the Commission to enter into a preparatory phase for future negotiations on DCFTAs; encourages Georgia, Armenia and Azerbaijan to improve their progress towards fulfilling their respective ENP Action Plans and the Commission's recommendations, particularly in terms of improving their administrative and institutional capacity and implementation of regulatory reforms (especially regarding the poor levels of intellectual property protection in all three countries), which is one of the necessary preconditions for the effective implementation and sustaining the effects of such ambitious FTAs; believes that the conclusion of FTAs with Georgia, Armenia and Azerbaijan could not only lead to economic growth, but could also increase foreign investment, create new jobs and eradicate poverty;

STRATEGY TOWARDS BLOOD SAFETY AND SELF-SUFFICIENCY IN THE EUROPEAN COMMUNITY - COUNCIL RESOLUTION THE COUNCIL OF THE EUROPEAN UNION, RECALLING the Commission Communication of 25 May 1993 on Self-Sufficiency in Blood in the European Community and the Council Conclusions of 13 December 1993 [1] ; RECALLING the Commission's Communication of 21 December 1994 on Blood Safety and Self-Sufficiency in the European Community and the Council Resolution of 2 June 1995 [2] ; TAKES NOTE of the Resolution of 14 July 1995 of the European Parliament on Blood Safety in the European Union [3] ; TAKES NOTE of the Resolution of 17 April 1996 of the European Parliament on the Communication from the Commission on Blood Safety and Self-Sufficiency in the European Community [4] ; ACKNOWLEDGES the work of the Council of Europe in the blood transfusion area; TAKES NOTE of the Conclusions and Recommendations agreed unanimously by the Colloquium on Blood Safety and Self-Sufficiency held at Adare, Ireland, on 4 to 6 September 1996; RECALLS that these Conclusions and Recommendations take account of the meeting of Experts on Public Awareness relating to blood, held in Rome in April 1996; AGREES that the Conclusions and Recommendations of the Adare Colloquium provide for concrete steps in order to realize the strategy called for in previous resolutions towards promoting blood safety, in particular to reinforce trust and confidence in the safety of the blood-transfusion chain, and towards promoting self-sufficiency in the Community; REITERATES that Community self-sufficiency must be based on the principle of voluntary and unpaid blood donations; REQUESTS that steps be taken to ensure that rapid progress is made in taking forward this work, Accordingly: - INVITES the Member States to review their policies, procedures and programmes aimed at ensuring the safety of the blood-transfusion chain in the light of the Conclusions and Recommendations of the Adare Colloquium on Blood Safety and Self- ...

En ce qui concerne l'entrée en vigueur de l'accord EEE à l'égard de la principauté de Liechtenstein, le Conseil de l'EEE : - a pris acte des modifications que la Suisse et le Liechtenstein sont convenus d'apporter à leur Traité douanier afin de permettre au Liechtenstein d'être partie à l'accord EEE ; - a marqué son accord sur l'essentiel des adaptations à apporter aux protocoles et aux annexes de l'accord EEE aux fins de sa mise en oeuvre par le Liechtenstein, telles qu'elles figurent en annexe aux présentes conclusions ; - s'est félicité des solutions pragmatiques retenues pour surmonter plusieurs difficultés complexes qui se posent en matière de libre circulation des marchandises du fait du maintien par le Liechtenstein, même sous une forme modifiée, du Traité douanier qu'il a conclu avec la Suisse ; - a reconnu l'importance que représentaient pour le Liechtenstein les arrangements transitoires déjà conclus pour la libre circulation des personnes, qui reste un élément fondamental de l'EEE, et s'est félicité de la solution retenue pour cette question, à savoir la déclaration conjointe figurant en annexe aux présentes conclusions ; - a conclu, sur la base de ces éléments, que la condition énoncée à l'article 121 point b) était remplie, à savoir que le bon fonctionnement de l'accord EEE ne sera pas entravé par l'union régionale entre le Liechtenstein et la Suisse ; - a noté que les modifications apportées au Traité douanier entre le Liechtenstein et la Suisse, ainsi que le protocole portant adaptation de l'accord EEE, seraient soumis à ratification par le Liechtenstein ; - est convenu que la décision formelle du Conseil de l'EEE relative à l'entrée en vigueur de l'accord EEE à l'égard du Liechtenstein serait adoptée, sur cette base, par procédure écrite, dès que possible au début de l'année 1995 ; cette décision devrait entrer en vigueur le 1er mai 1995, pour autant que les modifications au Traité douanier entre le Liechtenstein et la Suisse soient entrées ...
4. As regards the entry into force of the EEA Agreement for the Principality of Liechtenstein, the EEA Council : - noted the amendments agreed between Liechtenstein and Switzerland to their Customs Treaty in order to allow the participation of Liechtenstein to the EEA; - reached agreement on the substance of the necessary adaptations to the Protocols and Annexes of the EEA Agreement for the purposes of the application of this Agreement to Liechtenstein, as given in the Annex to the present conclusions; - welcomed the pragmatic solutions found to several complex difficulties in the field of free movement of goods arising from the maintenance by Liechtenstein of its Customs Treaty with Switzerland, albeit in modified form; - recognised the political importance for Liechtenstein of the transitional arrangements already agreed for the free movement of persons, which remains a fundamental element for the EEA, and welcomed the solution found for this question in the form of the Joint Declaration attached to these conclusions; - concluded on that basis that the condition of Article 121(b) of the EEA Agreement, namely that the good functioning of the EEA Agreement will not be impaired by the regional union between Liechtenstein and Switzerland, is fulfilled; - noted that the amendments to the Customs Treaty between Liechtenstein and Switzerland, together with the Adjusting Protocol to the EEA Agreement, will be subject to ratification in Liechtenstein; - agreed that the formal decision of the EEA Council concerning the entry into force of the EEA Agreement for Liechtenstein should be taken, on this basis, by written procedure as soon as possible in early 1995 ; this decision should enter into force on 1 May 1995, provided that the amendments to the Customs Treaty between Liechtenstein and Switzerland have entered into force at the latest by that date.
