Calls on the Turkish Government and all parties concerned to give their active support to the ongoing negotiations on the Cyprus issue and to contribute in concrete terms to a comprehensive settlement, and calls on the Government to facilitate a suitable climate for negotiations by starting to withdraw its forces from Cyprus immediately; strongly urges the two communities in Cyprus to work intensively, in accordance with the UN Secretary-General’s request, to capitalise on the progress already made in the negotiations, in order to reach a sustainable solution – in line with the relevant UN Security Council resolutions, and promoting, in particular, Resolution 550 (1984), and with the principles on which the EU is founded – for the benefit of Cypriot citizens, the EU and Turkey;

Is concerned that the creation of executive agencies and other ad hoc bodies may lead to a growth in the number of EU officials and contractual agents, unless posts in the relevant Commission Directorate-General are reduced to offset the increase, and to a weakening of the oversight of the EU administration; requests the Commission to explain in the 2008 PDB how posts requested in new executive agencies and other ad hoc bodies will be offset by reductions in the responsible Directorate-General; further requests the Commission to address in the 2008 PDB the issue of appropriate oversight of executive agencies and other ad hoc bodies so as to ensure democratic accountability; urges observance of the Code of Conduct on the Setting-up of Executive Agencies, in particular as regards the parliamentary scrutiny of financing and staffing of the agencies;

108. estime que les programmes de coopération INTERREG, ISPA, PHARE et MEDA peuvent apporter une contribution substantielle au développement régional et prie les pays candidats qui peuvent avoir des divergences avec des pays voisins membres de l'Union européenne d'adapter, sur chaque dossier, leur position à la nouvelle donne, de manière à créer le climat de confiance nécessaire pour développer et étendre la coopération à tous les niveaux et promouvoir l'intérêt de toutes les parties concernées; invite instamment la Commission à assurer un suivi critique des programmes de préadhésion, en particulier de l'ISPA, en vue de régler l'octroi des aides structurelles aux pays candidats après leur adhésion en tirant parti de l'expérience acquise lors de la réunification allemande;
108. Considers that the INTERREG, ISPA, PHARE and MEDA cooperation programmes can make a substantial contribution to regional development and calls on candidate countries which may have differences with neighbouring countries which are members of the European Union to bring their positions on each issue into line with the changed circumstances so as to establish the climate of trust necessary to develop and extend cooperation at all levels and promote the interests of all parties concerned; urges the Commission to scrutinise critically the implementation of the pre-accession programmes, in particular ISPA, with a view to supervising the use of structural funding in the candidate countries after their accession, thereby drawing on the experience gained during German reunification;

Le CES éprouve certaines réserves à propos de la manière dont certaines conceptions de détail fonctionneraient dans la pratique et souhaite inviter instamment la Commission à traiter ces problèmes en consultation avec les partenaires sociaux et les autres instances concernées avant de présenter des propositions de législation, mais il convient de ne pas interpréter comme une mise en question des idées directrices du plan proposé des critiques qui portent sur des aspects bien précis.
It has some reservations about how certain detailed concepts would work in practice and would urge the Commission to address these issues in consultation with the social partners and other interested bodies before bringing forward legislative proposals; however, criticisms of specific aspects should not be interpreted as calling into question the main thrust of the plan.
