S'agissant de la suppression des obstacles à l’investissement, la Commission a déjà présenté des mesures concrètes pour favoriser l'investissement et faciliter le financement de l’économie réelle, telles que la réduction des exigences de fonds propres pour les entreprises d’assurance et de réassurance en ce qui concerne les investissements en infrastructure. En outre, les stratégies concernant l'Union de l'énergie, l’Union des marchés des capitaux, le marché unique et le marché unique numérique ainsi que le train de mesures sur l'économie circulaire contiennent tous des mesures spéciales qui, si elles sont intégralement mises en œuvre, permettront de lever les obstacles, d'encourager l'innovation et d'améliorer encore le cadre des investissements.
As for removing barriers to investment, the Commission has already tabled concrete initiatives to help support investment and facilitate the financing of the real economy, such as lowering capital charges for insurance and reinsurance companies as regards infrastructure investments.In addition, the Energy Union, the Capital Markets Union, the Single Market and the Digital Single Market Strategies, as well as the Circular Economy package all contain specific measures that will remove barriers, promote innovation and further improve the environment for investment, if fully implemented.

(93) Afin de compléter et de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne en ce qui concerne la détermination de la période et de la date de début ou de fin pertinente de la période en rapport avec des critères d'éligibilité des demandes, en ajustant les pourcentages concernant la répartition indicative des fonds entre les objectifs relevant de la gestion directe, la définition des opérations éligibles et les coûts associés aux investissements en matière d'hygiène, de santé et de sécurité concernant les conditions de travail, à bord ou pour les équipements individuels, la définition des coûts éligibles liés aux opérations visant à protéger et à rétablir la biodiversité et les écosystèmes marins dans le cadre d'activités de pêche durables, la définition de coûts éligibles au soutien en ce qui concerne les investissements en matière d'équipements ou à bord visant à réduire l'émission de polluants ou de gaz à effet de serre et à augmenter l'efficacité énergétique des navires de pêche, la définition des critères de calcul des coûts supplémentaires résultant des handicaps spécifiques des régions ultrapériphériques, la définition des cas de manquement par les États membres qui peuvent entraîner l'interruption du délai de paiement ou la suspension des paiements, la définition des critères de détermination du niveau de correction financière à appliquer et des critères relatifs à l'application de corrections financières forfaitaires ou extrapolées, et la définition du contenu et de la construction d'un cadre commun pour le système de suivi et d'évaluation.
(93) In order to supplement and amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the identification of the period of time and of the relevant starting or ending dates of the period of time with regard to the admissibility criteria of applications, adjusting the percentages concerning the indicative distribution of funds among the objectives under direct management, the definition of eligible operations and costs for hygiene, health and safety-related investments and investments concerning working conditions, on board or in individual equipment, the definition of eligible costs of operations to protect and restore marine biodiversity and ecosystems in the framework of sustainable fishing activities, the definition of costs eligible for support with regard to investments in equipment or on board aimed at reducing the emission of pollutants or green-house gases and increasing the energy efficiency of fishing vessels, the definition of the criteria for calculation of the additional costs resulting from the specific handicaps of outermost regions, the definition of the cases of non-compliance by Member States which can trigger interruption of the payment deadline or suspension of payments, the definition of the criteria for establishing the level of financial correction to be applied and the criteria for applying flat rates or extrapolated financial corrections and the definition of the content and construction of the common monitoring and evaluation system.

Where financial instruments provide support to final recipients in respect of infrastructure investments with the objective of supporting urban development or urban regeneration or similar infrastructure investments with the objectives of diversifying non-agricultural activities in rural areas, such support may include the amount necessary for the reorganisation of a debt portfolio regarding infrastructure forming part of the new investment, up to a maximum of 20% of the total amount of programme support from the financial instrument to the investment.

13. Believes that EU investment policy should take into account the differences between middle-income and low-income countries and, in particular, seek to encourage flexibility in relation to foreign investment in developing countries in activities and sectors with a clear and significant impact on sustainable development, which might otherwise not attract investment because of the risks involved; considers that greater support should be given to local firms, notably through incentives for strengthening their productivity, engaging in closer cooperation and improving workforce skills – areas of, considerable potential in terms of boosting economic development, competitiveness and growth in developing countries;

En ce qui concerne les transactions relevant de la balance des opérations en capitaux, les parties assurent, à partir de l'entrée en vigueur du présent accord, la libre circulation des capitaux concernant les investissements directs effectués dans des sociétés constituées conformément à la législation du pays hôte et les investissements effectués conformément aux dispositions du chapitre II, ainsi que la liquidation ou le rapatriement du produit de ces investissements et de tout bénéfice en découlant.

With regard to transactions on the capital account of the balance of payments, from entry into force of this Agreement, the free movement of capital shall be ensured for the purposes of direct investments made in companies formed in accordance with the laws of the host country, investments made in accordance with the provisions of Chapter II, and the liquidation or repatriation of these investments and of any profit stemming therefrom.

7. invite les États membres à tout mettre en œuvre afin d'atteindre leurs objectifs nationaux en ce qui concerne l'investissement dans la RDT, objectifs qu'ils ont eux-mêmes fixés lors du Conseil européen de Barcelone; estime que l'investissement dans la RDT dans l'Union devrait atteindre 3 % du produit intérieur brut d'ici 2010 et, en particulier, que les budgets publics nationaux de RDT devraient être augmentés de manière à correspondre au niveau requis afin d'y parvenir; invite la Commission à contrôler le respect des engagements pris par les États membres, notamment pour ceux dont les chiffres sont inférieurs à la moyenne européenne;
7. Calls upon Member States to make all necessary efforts to meet their respective national targets for RD investment, which they themselves set at the Barcelona European Council; considers that RD investment in the EU should reach 3% of GDP by 2010, and in particular that national public RD budgets should be raised to the levels required by that target; calls on the Commission to monitor compliance by Member States with their commitments, especially by those Member States which fall below the European average;

En ce qui concerne les transactions relevant du compte des opérations en capital de la balance de paiements, les parties s'engagent à n'imposer aucune restriction à la libre circulation des capitaux concernant les investissements directs réalisés dans des sociétés constituées conformément au droit du pays d'accueil et les investissements réalisés conformément aux dispositions du présent accord et à la liquidation ou au rapatriement de ces investissements et de tous les profits qui en résultent.

With regard to transactions on the capital account of balance of payments, the Parties undertake to impose no restrictions on the free movement of capital relating to direct investments made in companies formed in accordance with the law of the host country and investments made in accordance with this Agreement, and the liquidation or repatriation of these investments and of any profit stemming therefrom.
