(5 bis) Il convient que, à intervalles réguliers, la Commission évalue le fonctionnement des dispositions concernant les compétences d'exécution qui lui sont conférées, afin de permettre au Parlement européen et au Conseil de déterminer si l'étendue de ces compétences et les règles de procédure imposées à la Commission sont appropriées et garantissent à la fois efficacité et responsabilité démocratique.
(5a) The Commission should, at regular intervals, evaluate the functioning of the provisions concerning the implementing powers conferred on it in order to allow the European Parliament and the Council to determine whether the extent of those powers and the procedural requirements imposed on the Commission are appropriate and ensure both efficiency and democratic accountability.

6. Recalls that, in the previous discharge resolution, Parliament called upon the Commission to clarify the breakdown of the Commissioners' responsibilities as regards the EDF and external aid; is conscious of the Commission's position that the division of responsibilities, despite a certain complexity due to the need for coordination of different Commission services, works well in practice; nevertheless, calls upon the Commission to reflect on possible ways to simplify the current management structure in order to minimise the risk of ambiguities as regards responsibilities for the EDF;
