À partir du 1er décembre 2015, lorsque ces rapports indiquent que les conditions relatives au transfert des contributions vers le Fonds ne sont pas remplies, l'application des dispositions du règlement (UE) no 806/2014 concernant les contributions au Fonds sera reportée d'un mois à chaque fois.
From 1 December 2015, where those reports show that the conditions for the transfer of the contributions to the Fund have not been met, the application of Regulation (EU) No 806/2014 relating to the contributions to the Fund shall be postponed by one month each time.

Every two years from 2018, the Commission shall include in its Annual Progress Report to the spring meeting of the European Council a section summarising the most recent of the reports referred to in paragraphs 1 and 2, in particular with regard to the contribution of the ESI Funds to progress made towards the Union strategy for smart, sustainable and inclusive growth.

3. The purpose of the Communication is to give input to the mid-term review of the Structural Funds, when the allocation of the performance reserve will be determined, together with any adjustment as regards fund allocation, targets, priorities and measures.

Conformément à l'article 21, paragraphe 2, du règlement (CE) n° 1260/1999, les décisions concernant la contribution du Fonds à l'initiative communautaire peuvent étendre le champ d'application des activités éligibles visées à l'article 3 du présent règlement afin de couvrir des actions qui peuvent être financées par les règlements (CE) n° 1783/1999(11), n° 1257/1999(12), et n° 1263/1999(13) de manière à permettre la réalisation de toutes les mesures prévues dans l'initiative.
2. In accordance with Article 21(2) of Regulation (EC) No 1260/1999, the Decisions on the contribution of the Fund to the Community Initiative may extend the scope of eligible activities referred to in Article 3 of this Regulation to cover measures which can be funded by Regulations (EC) No 1783/1999(11), (EC) No 1257/1999(12) and (EC) No 1263/1999(13) so as to permit the implementation of all the measures provided for in the Initiative.
