TRADUCTIONS EN CONTEXTE

Au terme des vérifications et contrôles effectués durant l’audit sur place géré par le service d’audit compétent, et compte tenu des résultats préliminaires, il y a lieu à présent de fixer le montant d’un troisième versement au titre de la participation financière de l’Union aux dépenses éligibles effectuées dans le contexte de l’éradication de la fièvre catarrhale du mouton en Allemagne en 2007.
After the checks and controls made during the on-the-spot audit managed by the competent audit service, and taking into account the preliminary results, a third tranche of the financial support from the Union to the eligible expenditure incurred in association with the eradication of bluetongue in Germany in 2007 should now be fixed.

Sur cette base et compte tenu des contraintes budgétaires, les demandes, accompagnant les programmes, de participation financière de l’Union liées à des actions non prioritaires telles que l’installation d’équipements d’identification automatique (AIS) à bord des navires de pêche et les projets de formation sans lien avec les améliorations à apporter aux systèmes de contrôle des États membres ont été rejetées, au motif qu’elles ne concernent pas les domaines prioritaires susvisés.
On that basis and given budgetary constraints, requests in the programs for Union funding related to non-priority actions, such as installation of Automatic Identification Systems (AIS) on board fishing vessels and those training projects having no link with improvements to be brought in the control systems of Member States, were rejected since they were not dedicated to the priority areas defined above.

Notes the Court's favourable report concerning the European Schools' annual accounts; observes, however, that it is pointed out in that report that the Schools' internal control system does not follow the principle of the separation of functions between authorising officers and accounting officers and that authorising tasks are performed by delegation by two heads of unit in respect of all budget headings and with no financial ceiling; hopes that the new Financial Regulation for the European Schools (which has been in force since 1 January 2007) will remedy the weaknesses to which the Court has drawn attention; hopes that, in future, the Commission will shoulder its responsibility for a sustainable schools policy to a greater extent, commensurate with its share of funding of the European Schools and not with its formal voting rights on the highest decision-taking bodies, and work towards a long-term and, for stakeholders, reliable policy guaranteeing planning certainty; calls, in the medium term, for voting rights to be brought into line with funding share;

Compte tenu de ces éléments, il convient maintenant de fixer le montant total de la participation financière de la Communauté aux dépenses admissibles effectuées en vue de l'éradication de la fièvre catarrhale du mouton en Italie en 2001 et en 2002.
In view of those considerations, the total amount of the Community’s financial contribution to the eligible expenditure incurred associated with the eradication of bluetongue disease in Italy in 2001 and 2002 should now be fixed.

Il ressort des résultats des contrôles effectués par la Commission conformément aux règles vétérinaires communautaires et aux conditions d'octroi d'un concours financier communautaire que la totalité du montant des dépenses présenté ne peut être prise en compte pour la fixation de la participation financière de la Communauté.
The results of the inspections carried out by the Commission in compliance with the Community veterinary rules and the conditions for granting Community financial support mean the entire amount of the expenditure submitted cannot be recognised as eligible for a Community financial contribution.

(c) the operations referred to in paragraph 1 (b) are carried out by the financial holding companies referred to in Article 5 (3) of the Fourth Council Directive 78/660/EEC of 25 July 1978 on the annual accounts of certain types of companies (4), as last amended by Directive 84/569/EEC (5), provided however that the voting rights in respect of the holding are exercised, in particular in relation to the appointment of members of the management and supervisory bodies of the undertakings in which they have holdings, only to maintain the full value of those investments and not to determine directly or indirectly the competitive conduct of those undertakings.
