Le 23 juillet 2008, la Commission a reçu notification, conformément à l'article 4 du règlement (CE) no 139/2004 du Conseil (1), d'un projet de concentration par lequel l'entreprise Duferco Investment Partners Inc (Liechtenstein), appartenant au groupe Duferco Participation Holding Limited («Duferco»), acquiert, au sens de l'article 3, paragraphe 1, point b), du règlement du Conseil, le contrôle en commun de l'entreprise South Africa Japan Vanadium (proprietary) Limited («SAJV», Afrique du Sud) par achat d'actions.
On 23 July 2008, the Commission received a notification of a proposed concentration pursuant to Article 4 of Council Regulation (EC) No 139/2004 (1) by which the undertaking Duferco Investment Partners Inc (Liechtenstein), belonging to the group Duferco Participation Holding Limited (‘Duferco’) acquires within the meaning of Article 3(1)(b) of the Council Regulation joint control of the undertaking South Africa Japan Vanadium (proprietary) Limited (‘SAJV’, South Africa) by way of purchase of shares.

(13) Depuis l'arrêt des deux autres programmes d'entreprises conjointes transnationales européennes - European Community Investment Partners (ECIP) pour les pays en développement d'Asie, d'Amérique latine, de la région méditerranéenne et d'Afrique du Sud (pays ALAMEDSA) en 1999 et le programme visant à promouvoir les entreprises conjointes de PME et autres accords conjoints (JOP) dans les pays d'Europe centrale et orientale (PECO) et les nouveaux états indépendants (NIS) en 2000 –, de nombreux intermédiaires financiers du réseau JEV ont réduit ou arrêté cette activité en raison du faible volume de demandes JEV émanant des PME, avec pour résultat que dans la majorité des États membres, il n'est plus possible de formuler une demande dans le cadre du programme.
(13) Since the phasing-out of the other two European transnational joint venture programmes – European Community Investment Partners (ECIP) for the developing countries in Asia, Latin America, the Mediterranean region and South Africa (ALAMEDSA countries) in 1999 and the Programme to promote SME joint ventures and other joint agreements (JOP) in the Central and Eastern European Countries (CEECs) and New Independent States (NIS) in 2000 – many financial intermediaries in the JEV network have scaled down or ceased this activity because of the low volume of JEV applications from SMEs with the result that in the majority of Member States, in reality, it is no longer possible to apply for participation in the programme.

– (IT) Mr President, Commissioner, ladies and gentlemen, I have the great honour of presenting, on behalf of the Committee on Development and Cooperation, this report on the liquidation of one of the projects which appears to have been more successful or which has been more positively appreciated in the field of North/South cooperation: the ECIP (European Community Investment Partners) project. This project is universally considered to have been successful, although, in company with many other projects, it did suffer from the delays which have built up in the external relations sector, delays with which we are all familiar and which Commissioner Patten has recently analysed in great detail.

Pour favoriser le retour des investisseurs extérieurs, l'UE pourrait jouer un rôle déterminant : accroissement du rôle de la Banque européenne d'investissement avec établissement d'antennes locales, extension du dispositif ECIP (European Community Investment Partners) aux ACP, mesures de protection des investissements et Cour d'arbitrage.
To stimulate the return of foreign investors, the EU could make a decisive contribution by boosting the role of the European Investment Bank, with the establishment of local branch offices, extending the ECIP (European Community Investment Partners) scheme to the ACP countries, adopting investment protection measures and setting up an arbitration tribunal.

6.5. Développement de réseaux euro-méditerranéens de partenariat, d'information et de communication La coopération tendra à : . la mise en place d'une politique de complémentarité, de partenariat et de mise en réseau afin d'établir des liaisons et des collaborations entre des sujets et des institutions de divers pays et de diverses régions et d'assurer en outre la diffusion des nouvelles technologies qui contribueront à une meilleure intégration dans la société de l'information ; . la poursuite d'initiatives de partenariat entre P.M.E. euro- méditerranéennes (telles que Euro-partenariat, Med-Partenariat, Med- Intreprises, Bureau de Rapprochement des Entreprises - B.R.E. -, Business Cooperation Networks -BC-NET -, European Community Investment Partners - ECIP -, Euro Info Correspondence Centers - E.I.C.C. -).
6.5. Development of Euro-Mediterranean partnership, information and communication networks Cooperation will aim to: . activate a policy of complementarity, partnership and networking in order to promote contacts and collaboration between bodies and institutions in different countries and regions, including the dissemination of new technologies contributing to improved integration into the information society; . follow up partnership initiatives between Euro-Mediterranean SMEs (e.g. Euro-Partenariat, Med-Partenariat, Med-Interprise, Business Cooperation Centres - BCC , Business Cooperation Networks - BC-NET , European Community Investment Partners - ECIP, and Euro Info Correspondence Centres - EICC).

Ce train de mesures immédiates comportait l'offre de négocier rapidement un accord simplifié et la proposition de négocier l'établissement de relations globales et durables entre l'UE et l'AS. D'autres éléments y figuraient, à savoir: - l'amélioration de l'accès au marché grâce à l'octroi du bénéfice du SPG à l'Afrique du Sud, compte tenu, entre autres, des caractéristiques spécifiques du pays et des intérêts d'autres pays de la région; - l'offre de fournir à l'Afrique du Sud une assistance technique destinée à faciliter l'ouverture du marché sud-africain et l'insertion progressive du pays dans l'économie mondiale; - la promotion et l'encadrement technique du processus de coopération économique régionale; - la promotion de l'investissement communautaire dans les petites et moyennes entreprises d'Afrique du Sud, grâce à des instruments tels que l'ECIP (European Community Investment Partners) ou le BC-Net (réseau européen de coopération et de rapprochement des entreprises) et à des accords bilatéraux de protection de l'investissement, à encourager entre les Etats membres de l'UE et l'Afrique du Sud; - certains volets préparatoires d'une coopération dans des domaines tels que l'industrie, le commerce, les télécommunications, les sciences et techniques, l'éducation et la formation; - la poursuite, à un niveau substantiel de dépenses, du programme spécial octroyé à l'Afrique du Sud; - l'instauration d'un dialogue politique entre l'UE et le nouveau gouvernement sud-africain. 3. A l'issue d'une deuxième mission exploratoire de la Commission, organisée en juillet 1994, un accord simplifié de coopération entre l'UE et l'Afrique du Sud a été signé en octobre et approuvé par le Conseil en décembre 1994.
This package of immediate measures included an offer to negotiate a simplified agreement quickly, and an offer to negotiate a comprehensive and long-term relationship for relations between the EU and SA. Other elements of the package were: - Improved market access, through granting the benefits of GSP to South Africa, taking into account - inter alia - the specific characteristics of South Africa and the interests of other countries in the region; - An offer to provide South Africa technical assistance in order to facilitate the opening-up of the South African market and the gradual integration of South Africa in the world economy; - Encouragement of and technical support to the process of regional economic co-operation; - Promotion of EU investments in small and medium-sized enterprises in SA, through the instruments of ECIP (European Community Investment Partners) and BC-Net (Business Co-operation Network), and through the encouragement of bilateral investment protection agreements between EU Member States and South Africa; - Preparation of co-operation in areas like industry, commerce, telecommunication, science and technology, education and training; - Continuation of the Special Programme for SA at a substantial level of expenditure; - Introduction of a political dialogue between the EU and the new government of SA. 3. After a second exploratory mission of the Commission in July 1994 the simplified co-operation agreement between the EU and South Africa was signed in October, and approved by the Council in December 1994.
