20. se félicite de l'adoption, lors de la réunion ministérielle économique informelle UE-États-Unis, du programme de travail commun UE-États-Unis pour la mise en application de la déclaration économique, qui prévoit des actions concrètes dans onze domaines afin de faire progresser l'intégration économique transatlantique; demande toutefois aux deux partenaires de s'engager à une réelle mise en œuvre et à un approfondissement de ce programme de travail commun, avec des orientations qui soient mieux tracées et plus ambitieuses, des objectifs stratégiques à long terme et un calendrier précis pour la réalisation d'actions et de projets communs, qui tienne compte du rôle spécifique des agences indépendantes de réglementation; relève à ce propos que les parties prenantes aux dialogues transatlantiques déjà établis, y compris les groupes de consommateurs, les syndicats et les groupes de protection de l'environnement, devraient participer plus activement au suivi et à l'évaluation de l'initiative économique et du programme de travail;
20. Supports the adoption at the EU-US Economic Ministerial Meeting of the joint EU-US Work Programme for the implementation of the Economic Declaration, which contains concrete activities in eleven areas to move forward transatlantic economic integration; calls, however, on both partners to engage in genuine implementation and deepening of this joint Work Programme with a greater and more ambitious sense of direction, long- term strategic objectives and a detailed timetable for the implementation of joint actions and projects that takes into account the specific role of independent regulatory agencies; notes in this respect that stakeholders from the already established transatlantic dialogues, including consumer groups, unions and environmental groups, should be more actively involved in the process of monitoring and reviewing the Economic Initiative and Work Programme;

7. recommande que lors du prochain sommet de 2006, l'Union européenne et les États-Unis conviennent à la fois d'actualiser le nouvel agenda transatlantique de 1995 et le partenariat économique transatlantique de 1998 et mettent au point un nouvel accord de partenariat transatlantique qui couvre les deux et conduise à l'instauration d'un "marché transatlantique sans entraves" d'ici 2015, cet objectif devant être atteint dès 2010 en ce qui concerne les services financiers et les marchés de capitaux; souligne que cette initiative devrait se fonder sur l'initiative économique décidée lors du sommet UE-États-Unis de juin 2005 ainsi que sur le programme de travail commun UE-États-Unis mettant en place des objectifs concrets selon une approche sectorielle, pour établir un bilan des progrès réalisés en 2005-2006 et préciser les étapes futures;
7. Recommends that by the next 2006 summit, the EU and the US agree to both update the New Transatlantic Agenda (NTA) of 1995 and the Transatlantic Economic Partnership (TEP) of 1998 and draw up a new transatlantic partnership agreement that covers both and leads to the achievement of a "barrier-free transatlantic market" by 2015 with a 2010 accelerated target date for financial services and capital markets; this initiative should be based on the Economic Initiative adopted at the June 2005 EU-US Summit and the Joint EU-US Work Programme, setting specific sector-by-sector objectives with a view to taking stock of the progress achieved in 2005-2006 and specifying future steps to be taken;

8. souligne que le volet économique de l'accord de partenariat envisagé devrait prévoir une nouvelle architecture qui comporte: une coopération en matière réglementaire, un ensemble d'instruments opérationnels à caractère horizontal (y compris un système efficace d'alerte rapide et un accord de troisième génération sur l'application du droit de la concurrence) et des accords de coopération économique sectoriels qui fassent fond sur le programme de travail commun UE-États-Unis;
8. Stresses that the economic chapter of the proposed partnership agreement should provide for a new architecture that includes: regulatory co-operation; a set of operational tools of an horizontal character (including an effective early warning system and a third-generation agreement on the application of competition law); sectoral economic co-operation agreements building on the above-mentioned Joint EU-US Work Programme;
