Believes that the US is the EU’s key strategic partner, and encourages closer coordination, on an equal footing, with the US on EU foreign policy in support of international law and pursuing common approaches to challenges in the EU neighbourhood and at global level; underlines the strategic nature of the Transatlantic Trade and Investment Partnership, which has the potential to enable the transatlantic partners to set global standards on labour, health, the environment and intellectual property and strengthen global governance; calls, in this connection, for greater openness and transparency in the negotiations and for the involvement of all stakeholders at all stages of the process; believes that Latin America is an important partner for the EU and that various modalities of triangular transatlantic cooperation should be developed;

1. salue l'initiative phare «Une Union pour l'innovation», qui est à ce jour la tentative communautaire la plus importante et la plus ciblée de mettre en place une stratégie politique européenne intégrée et adaptée à la logique commerciale pour l'innovation, destinée à compléter les efforts nationaux et qui prévoit que l'innovation doit être encouragée, et sa progression contrôlée, au niveau politique le plus élevé, mais dont le succès dépend de la coopération pleine et entière des États membres chargés de la mettre en œuvre, y compris par des aides financières et la consolidation budgétaire intelligente donnant la priorité aux dépenses favorisant la croissance durable dans des domaines comme l'innovation, la recherche et l'enseignement, et qui dispose également que les objectifs communs en matière d'innovation orientent les politiques adoptées par les États membres dans tous les domaines pertinents; se félicite de l'attitude stratégique adoptée par le Conseil européen lors de sa réunion du 4 février 2011;
1. Welcomes the Innovation Union flagship initiative, which is the most significant and targeted community attempt so far to introduce a strategic, integrated and business-oriented European innovation policy to supplement member state efforts, whereby innovation is steered and progress monitored at the highest political level, whose success though depends on the full cooperation of and its implementation by the Member States, including through their financial support and smart fiscal consolidation, prioritizing sustainable growth-friendly expenditure in areas such as innovation, research and education, whereby the common innovation objectives steer their policies in all relevant areas; welcomes the strategic approach of the European Council at its meeting on the 4th of February 2011;

Une communication sur la dimension sociale de l’Union économique et monétaire (UEM), adoptée aujourd’hui par la Commission, propose d’associer davantage les syndicats et les employeurs, au niveau tant européen que national, à la définition et à la mise en œuvre de recommandations stratégiques au cours du semestre européen.
Further involving trades unions and employers at both the EU and national level in the definition and implementation of policy recommendations during the European Semester, making better use of EU and national budgets to alleviate social distress and removing barriers to job mobility are also proposals that feature in a Communication on the social dimension of the Economic and Monetary Union (EMU), adopted by the European Commission today.
