Four main reasons can be highlighted: European and international economic integration; the development of new technologies, particularly in the information and communication areas; the demographic ageing of European societies, together with still relatively low average employment rates and high long-term unemployment, which put at risk the sustainability of social protection systems; and the development of segmented labour markets in many countries[2] where both relatively protected and unprotected workers coexist ("insiders" and "outsiders").

La Commission: présentera en 2011 un livre blanc sur les retraites qui abordera simultanément l’adéquation et la viabilité des retraites dans le contexte de l’après-crise; lancera en 2011 un partenariat européen d'innovation sur le vieillissement actif et en bonne santé et soutiendra les initiatives en faveur du vieillissement actif à tous les niveaux dans le cadre d’une année européenne du vieillissement actif en 2012; développera le cadre volontaire européen pour la qualité des services sociaux au niveau sectoriel, y compris dans le domaine des soins de longue durée et du sans-abrisme; procédera à une évaluation de l’efficience et de l’efficacité des dépenses de santé, notamment pour ce qui concerne les aspects mis en évidence dans la communication «Solidarité en matière de santé: réduction des inégalités de santé dans l’Union européenne»; présentera en 2011 une initiative législative en vue d’assurer l’accès à certains services bancaires de base et invitera le secteur bancaire à présenter une initiative d'autoréglementation visant à améliorer la transparence et la comparabilité des frais bancaires.
The Commission will: Present in 2011 a White Paper on Pensions to jointly address sustainability and adequacy of pensions in the post-crisis context. Launch a European Innovation Partnership (EIP) on active and healthy ageing in 2011 and support initiatives for active ageing at all levels in the context of a European Year for Active Ageing in 2012. Develop the Voluntary European Quality Framework on social services at sectoral level, including in the field of long-term care and homelessness. Undertake an assessment of the efficiency and effectiveness of health expenditure, including in relation to the issues highlighted in the communication on "Solidarity in Health: reducing health inequalities in the EU", Present in 2011 a legislative initiative to ensure access to certain basic banking services and call on the banking sector to submit a self-regulatory initiative geared towards improving the transparency and comparability of bank charges.
