TRADUCTIONS EN CONTEXTE

19. appelle la Commission à clarifier, pour les acheteurs publics présents dans la chaîne d'approvisionnement alimentaire, l'application des critères environnementaux et sociaux de la directive 2004/18/CE du Parlement européen et du Conseil du 31 mars 2004 relative à la coordination des procédures de passation des marchés publics de travaux, de fournitures et de services et à les compléter par des critères favorisant l'innovation, notamment afin d'encourager: a) le commerce équitable envers les producteurs et les achats de proximité, b) une agriculture européenne durable, c) la sélection de l'offre économique la plus avantageuse, et non l'offre la moins chère, d) un retour de l'investissement à caractère innovant dans les fermes européennes; invite la Commission à inclure ces propositions dans la Communication interprétative annoncée portant sur le cadre juridique pour aider les pouvoirs adjudicateurs à mieux prendre en compte les objectifs de promotion de l'innovation, du développement durable et de la lutte contre l'exclusion sociale;
19. Calls on the Commission to clarify, for public purchasers in the food supply chain, the application of the environmental and social criteria of Directive 2004/18/EC of the European Parliament and of the Council of 31 March 2004 on the coordination of procedures for the award of public works contracts, public supply contracts and public service contracts and to supplement them with innovation-fostering criteria, in particular to encourage: (a) fair trade for local producers and local products, (b) sustainable European farming, (c) selection of bids offering the best value for money rather than the cheapest bids, and (d) a return to innovative investment in European farms; calls on the Commission to include these proposals in the interpretive communication which has been announced on the legal framework for helping awarding authorities to take better account of the objectives of promoting innovation, sustainable development and combating social exclusion;

5. souligne que les critères énoncés dans l'arrêt Altmark doivent être ultérieurement élaborés et clarifiés, en particulier le 4critère et la référence qui y est faite à "une entreprise moyenne bien gérée"; demande en conséquence à la Commission de finaliser la communication interprétative annoncée sur l'arrêt "Altmark"; propose de procéder à un exercice de benchmarking, couplé avec une consultation adéquate des parties intéressées pour plus ample clarification de ces critères en vue d'obtenir une sécurité juridique;

Points out that the criteria from the Altmark ruling need to be developed and clarified further, in particular the fourth criterion, with its reference to a typical well-run undertaking; calls on the Commission, therefore, to complete the work on the communication interpreting the Altmark ruling that has been announced; suggests that a benchmarking exercise be carried out, coupled with adequate consultation with stakeholders, to clarify these criteria further, with a view to achieving legal certainty;
