Étant donné que l’objectif du présent règlement, à savoir l’établissement de l’entreprise commune IMI2 afin de renforcer la recherche et l’innovation industrielles dans l’ensemble de l’Union, ne peut être pas atteint de manière suffisante par les États membres mais peut, pour éviter tout double emploi, conserver une masse critique et assurer une utilisation optimale des fonds publics, l’être mieux au niveau de l’Union, celle-ci peut prendre des mesures, conformément au principe de subsidiarité consacré à l’article 5 du traité sur l’Union européenne.
Since the objective of this Regulation, namely establishment of the IMI2 Joint Undertaking in order to strengthen industrial research and innovation across the Union cannot be sufficiently achieved by the Member States but can rather, by reason of avoiding duplication, retaining critical mass and ensuring that public financing is used in an optimal way, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.
