However, as the Galileo programme currently stands, the development phase will not be completed before the end of 2008. And it seems as well pointless and costly to extend the Galileo Joint Undertaking beyond 2006, since the European GNSS (4) Supervisory Authority, set up by Regulation (EC) No 1321/2004 (5) of 12 July 2004, will be able to gradually take over during the course of 2006 and then complete all the activities currently being carried out by the Galileo Joint Undertaking.

In the longer run, there is no reason why aircrafts should have sophisticated communication, navigation and automation, and not ships, trains or cars. New technologies coming to market in the near future will gradually provide new services to citizens and allow improved real-time management of traffic movements and capacity use, as well as the tracing and tracking of flows for environmental and security purposes. In addition to the obvious benefits to transport operators and clients, new systems will provide public administration with rapid and detailed information on infrastructure and maintenance needs. They will not only enhance driving comfort but also help to increase safety and security and to tackle wasteful transport patterns in the interest of environmental sustainability. The Galileo Supervisory Authority is being set up; the Galileo satellite system will be operational from 2010 and provide navigation signals to be combined with ground- or space-based communication. The development of a European open architecture will ensure interoperability and the flexible development of future applications for all transport modes.

After the Galileo Joint Undertaking is wound up, the task of supervising the operation of EGNOS will pass to the public authority charged with monitoring the future Galileo concession holder.

The second amendment concerns the role to be conferred on the Budgetary Authority; I therefore call upon the Commission to inform it on a regular basis on the implementation of the development phase of Galileo, and for the annual report on the activities of the Joint Undertaking to be sent to Parliament and the Council and not only to the Court of Auditors as proposed by the Commission.
